Da Nang has been granted additional special mechanisms regarding free trade zones, promoting TOD (Transit-Oriented Development).

(Chinhphu.vn) - On the morning of December 11, the National Assembly passed a Resolution amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on piloting some specific mechanisms and policies for the development of Da Nang city, with 442 out of 443 participating delegates voting in favor.

The voting results were approved.

Presenting the report explaining, receiving feedback, and revising the draft Resolution, Minister of Finance Nguyen Van Thang affirmed that designing superior mechanisms to promote the development of free trade zones, attract strategic investors, implement urban railway projects, and create reclaimed land urban areas is necessary and consistent with Da Nang's strategic orientation.

These policies are expected to create a mutually beneficial and interwoven development ecosystem, integrating modern infrastructure, high-quality financial and commercial services, and a new urban model, contributing to attracting international capital and enhancing Da Nang 's role in the regional network of financial and commercial centers.

Regarding the Transport-Oriented Development (TOD) initiative, the Minister of Finance emphasized that allowing the integration of housing, docks, and train stations within the same planning space is a crucial solution to improve land use efficiency and avoid wasting public land.

However, the draft Resolution has been revised to require Da Nang to strictly adhere to the protection corridor for construction projects, ensure traffic safety, and strengthen inspection and supervision of implementation. This is coupled with a requirement for transparency in all financial and land mechanisms in TOD development, while emphasizing the supervisory role of People's Councils at all levels to avoid the risk of abuse or loss of urban resources.

Regarding attracting strategic investors, the Minister affirmed that adding flexible mechanisms for the city to select investors with strong financial capabilities and modern technology is necessary to promote key economic sectors.

The draft Resolution has been revised to ensure the completeness and transparency of incentives, while also facilitating Da Nang's access to multinational corporations, attracting high-quality capital flows, and developing high value-added service industries. This is considered a crucial driving force for the city to enhance its competitiveness in the region.

Furthermore, the draft Resolution clearly addresses the issue of land acquisition for key projects, considering it a necessary requirement for achieving strategic urban and infrastructure development goals. Regarding land acquisition for the exploitation of mineral resources for common construction materials, the Government assesses this as an urgent measure to resolve obstacles in the licensing process and ensure the supply of materials for large, key projects in the city. This content has been revised to conform with land laws and the practical requirements of the locality.

Regarding policies for free trade zones, the Minister clarified that the draft Resolution was finalized to ensure similarity between Da Nang's mechanism and the two localities currently piloting this model, namely Ho Chi Minh City and Hai Phong.

Creating a unified direction and policy framework among the three localities is considered crucial, helping to form a network linking free trade centers, thereby promoting spillover growth and contributing to the overall development goals of the country. Policies in the Da Nang free trade zone are determined to ensure superiority and breakthroughs while remaining in harmony with the existing legal system.
