The national energy plan has been adjusted to align with the new direction.

On December 11th in Hanoi, the Ministry of Industry and Trade organized a workshop on "Adjusting the National Energy Master Plan for the period 2021-2030, with a vision to 2050".

In his opening remarks, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized the special nature of this adjustment, given that the amended Planning Law has just been promulgated, creating many changes compared to previous planning periods. According to Deputy Minister Nguyen Hoang Long, this planning could become the first plan to be implemented immediately after the new law comes into effect.

The Deputy Minister of Industry and Trade requested that the planning agency carefully study the new law and work with the drafting agency to issue guiding documents, as the entire process must comply with the law and current regulations. The new spirit of the Planning Law is "to provide a broad orientation, while leaving the details to the ministries to manage, ensuring both overall coherence and flexibility."

Mr. Nguyen Hoang Long further stated that in 2025, the Politburo will issue seven important resolutions, likened to seven major strategies, encompassing everything from science and technology to private sector economic development. Among them, Resolution 70 on national energy security serves as a "guideline for action" for the energy sector, aligning with Vietnam's current goal of achieving double-digit growth.

The context of restructuring local governments at both levels also necessitates adjustments to energy planning, as many localities need to reallocate development space and regional energy needs. Furthermore, some aspects related to the coal industry have been moved to separate planning areas according to new regulations; important conclusions of the Politburo, such as Conclusion 16 on the development of oil and gas, and the Decision to adjust the Power Development Plan VIII (issued in April 2025), must all be integrated into this adjustment.

According to the Deputy Minister, the Ministry of Industry and Trade had started the adjustment process very early, but to ensure consistency, the planning agency had to take appropriate steps. The first draft of the adjusted plan is expected to be submitted to the leadership in the next few days.

Mr. Le Viet Cuong, Deputy Director of the Institute of Energy, presented an overview of the revised plan. This plan was developed by experts from the Institute of Energy, the Vietnam Petroleum Institute, and the Mining and Industrial Investment Consulting Joint Stock Company (Vinacomin) - units that participated in the development of the overall energy plan for the period 2021-2030.

Mr. Cuong stated that the team of experts proactively collected and analyzed data in the context of the volatile global energy market following the energy crisis, thereby providing a basis for assessing trends and offering timely advice.

According to the Institute of Energy, the context of socio-economic development and global trade shifts is creating new challenges for energy security. Domestically, many major orientations of the Party and State, especially Resolution 70-NQ/TW, are important political and legal bases for implementing tasks in the revised plan.

The draft document submitted to the 14th Party Congress sets clear requirements for the energy sector, emphasizing the crucial role of ensuring national energy security. The planning team coordinated with ministries, sectors, and localities to solicit opinions, focusing on assessing the current situation, the results of the past period, and synthesizing proposals for new tasks and solutions, including content related to the infrastructure of the coal and oil and gas industries.

Dr. Nguyen Ngoc Hung (Institute of Energy) presented the current energy situation and development options. Dr. Hung stated that the Vietnamese economy is maintaining high growth; urbanization, modernization, and infrastructure development will proceed strongly by 2030. Simultaneously, international commitments such as the target of net zero emissions by 2050 are putting significant pressure on the energy system, forcing the sector to both ensure energy security and implement a green transition.

According to Mr. Hung, global energy demand continues to increase, while the international energy market is unstable and the trend towards electrification in final consumption is becoming increasingly strong. This creates momentum to promote new energy sources, but at the same time requires innovation in technology, mechanisms, and infrastructure.

Mr. Hung proposed that planning scenarios must ensure sufficient energy supply for high growth during the 2026-2030 period; while adhering to the objectives of Resolution 70 and the goal of achieving net emissions of "zero". The options should not only aim for energy security but also support the energy transition process and fulfill Vietnam's emission reduction commitments.
