Through the investment plan for the construction of Gia Binh International Airport and the expressway.

On the morning of December 11th, with a majority of delegates voting in favor, the National Assembly passed a Resolution on the investment policy for the Gia Binh International Airport construction project and a Resolution on the investment policy for the Vinh - Thanh Thuy expressway construction project.

Invest in the construction of Gia Binh International Airport according to international standards.

With 410 votes in favor, representing 86.68% of the total National Assembly delegates, the National Assembly passed a Resolution on the investment policy for the Gia Binh International Airport construction project. The goal is to build Gia Binh International Airport according to international standards, becoming a smart, green, sustainable, new-generation airport of international class, meeting the needs of socio-economic development, serving dual-use operations, ensuring national security and defense, and hosting important diplomatic events, including the APEC Summit in 2027; achieving 5-star international airport service standards, ranking among the top 10 5-star airports in the world according to Skytrax criteria, and being among the airports with excellent passenger experience as assessed by the International Airport Council. The goal is to become the aviation gateway of Northern Vietnam, a transit airport for passengers and cargo, and a maintenance, repair, and overhaul facility for aircraft in the Asia- Pacific region.

The project is a 4F-class airport (according to the standards of the International Civil Aviation Organization - ICAO); meeting the operational needs for the period up to 2030 of approximately 30 million passengers/year and 1.6 million tons of cargo/year; and for the period up to 2050 of approximately 50 million passengers/year and 2.5 million tons of cargo/year.

The land requirement is approximately 1,884.93 hectares, of which about 922.25 hectares are paddy land with two or more harvests per year; land acquisition will be carried out in one go according to the planning scale and the land use purpose will be changed in accordance with the law.

The total investment capital for the Project is approximately VND 196,378 billion; of which the investor's equity must ensure that it is not less than 15% of the total investment capital of the Project.

Phase 1 (2025-2030) is expected to complete the construction of necessary facilities to serve the APEC Summit in 2027; and complete the remaining facilities of Phase 1 to ensure synchronized operation and exploitation to meet a capacity of 30 million passengers/year and 1.6 million tons of cargo/year (2026-2030). Phase 2 (2031-2050) will complete the construction of facilities to meet a capacity of 50 million passengers/year and 2.5 million tons of cargo/year. The project's operating period is 70 years.

The resolution on the investment policy for the Vinh - Thanh Thuy expressway construction project was approved by 430 delegates, representing 90.91% of the National Assembly delegates' votes.

The goal of building a modern and integrated East-West transportation route is to meet transportation needs, create new impetus and space for development; connect Hanoi with Vientiane (Laos) and connect with the Eastern North-South Expressway and the Ho Chi Minh Highway; enhance competitiveness, create momentum for socio -economic development in the region, inter-regions and internationally; contribute to ensuring national defense and security; and gradually achieve the goals and strategies for socio-economic development as outlined in the Party's Resolution.

The approximately 60-kilometer-long road, located in Nghe An province, is being developed through public investment and divided into 10 component projects. The project applies advanced and modern technologies, ensuring safety, consistency, quality, and efficiency. It encourages the application of high technology in construction and adaptation to climate change. Electronic toll collection (ETC) will be implemented during operation.

The preliminary land requirement for the Project is approximately 648 hectares, including: approximately 223 hectares of rice paddy land; approximately 368 hectares of forest land; and approximately 57 hectares of other land types as stipulated by land law.

It is estimated that approximately 354.36 hectares of forest will need to be converted to other purposes for the project, including about 180 hectares of upstream protection forest. Land acquisition, compensation, support, and resettlement will be carried out along the entire route in one go according to the planned scale.

The preliminary total investment for the Project is approximately VND 23,940.34 billion. Funding will come from increased central government revenue in 2024; and from the central and local government budgets for the period 2026-2030. Investment preparation for the Project is scheduled for 2025, implementation for 2026, and completion and commissioning in 2029.

The project is subject to special mechanisms and policies, such as exemption from the assessment and evaluation of funding sources and capital balance as stipulated in the Law on Public Investment. It allows for the use of direct contracting for project packages, including those related to compensation, support, and resettlement. The procedures for direct contracting will follow the regulations of the law on bidding.
