Identify key tasks
According to the plan, the Gia Binh International Airport project has a total area of nearly 1,960 hectares, of which Luong Tai commune alone accounts for about 1,012.7 hectares, directly related to more than 7,800 households. The land structure to be recovered includes: 98 hectares of residential land, more than 683 hectares of agricultural land, 14 hectares of cemetery land, 2.39 hectares of religious land and other types of land for public works, transportation, irrigation and waste treatment.

Recognizing the special importance of the project, Luong Tai commune considers site clearance as the top priority task in 2025 - 2026. Implementing the direction of the province, the Party Committee and People's Committee of Luong Tai commune have issued many important documents to deploy site clearance for the Gia Binh International Airport project. On July 16, 2025, the commune established a Steering Committee for compensation and site clearance with 47 members headed by the Party Secretary of the commune. This was followed by Resolutions and decisions to establish 8 working groups to propagate and mobilize people to agree on the project implementation policy.
From late August to early September 2025, working groups were assigned to directly conduct activities at village Party cells; organize a series of conferences to inform about compensation policies and regimes for cadres and Party members. Members of the Commune People's Committee, the Fatherland Front Committee and the Provincial Land Fund Development Center directly propagated to each household, ensuring that all information about the project was transparent and complete. Mr. Nguyen Huy Tri, Vice Chairman of the People's Committee of Luong Tai Commune, said: "The commune considers site clearance a key task at this time. We have mobilized the entire political system to participate and closely coordinated with departments, branches, and the Provincial Land Fund Development Center to speed up the progress of declaration and counting, ensuring the legitimate rights of the people."
Thanks to synchronous implementation, by the end of October 2025, Luong Tai completed the first phase of land recovery notice (agricultural land), publicly posted, handed over the recovery notice and inventory notice to households. As a result, by the end of November 2025, 2,358 households had received money; the total recovered agricultural land area was nearly 300 hectares out of more than 600 hectares; the total payment cost was 1,341.5 billion VND. In addition, the locality also inventoried about 10,000/17,800 graves; initially carried out the declaration and inventory of residential land to prepare the conditions for land recovery implementation.
The above results are considered very important in the context of a large amount of work, short time, and incomplete compensation regulations. At the same time, it is affirmed that the compensation and land recovery work has been implemented methodically and scientifically by the commune and functional units and has received high consensus from local people. Mr. Tran Van Hung, Head of Tam Son village, said: "In the first phase, the village had 101 households subject to land recovery with about 142 thousand m². Through the mobilization process, the people all agreed, wanting the State to recover the entire plot for convenient production and requested investment in a spacious resettlement area with full historical and religious relics".
Focus on removing difficulties and obstacles
Building on the achieved results, Luong Tai is continuing to develop a plan for the second and third advance payments for agricultural land. Of which, the second installment covers an area of about 150 hectares, involving more than 1,300 households, with a cost of about VND 661.5 billion; the third installment covers about 100 hectares, with a cost of VND 441 billion; the expected time to start paying the second advance is mid-December 2025.

In parallel with the site clearance for the Gia Binh International Airport project, Luong Tai commune is also making efforts to implement steps to reclaim land to serve the construction progress of resettlement and cemetery projects in the area. This project is expected to reclaim about 103.8 hectares, affecting nearly 1,140 households in 6 villages (Kim Dao, Dao Su, Tan Dan, Phuong Giao, Dong Huong, Giang). The locality and functional units have organized meetings with people and are making declarations. Currently, the functional unit has prepared and posted the draft plan for the first phase with an agricultural land area of about 50 hectares, a budget of 220.5 billion VND, expected to be paid from December 10, 2025.
Despite many achievements, due to the large scale of the project and the urgent implementation time, the site clearance work of the commune still faces many difficulties. Specifically, compensation policies, support unit prices, and related regulations are in the process of being completed, so many assets on land have great value but do not meet the compensation conditions according to regulations; land acquisition is interlaced, land acquisition is compact, etc., causing difficulties in determining compensation plans. Meanwhile, investors have not yet completed the boundary marking of site clearance for field projects; planning boundaries are still being adjusted, leading to the site clearance progress taking longer because the documents have to be redone many times.
To ensure progress, the commune recommends that the Provincial People's Committee soon issue regulations on compensation policies, unit prices for crops and livestock, especially regulations on support for assets that are not eligible for compensation but have great actual value. Investors need to urgently complete the planning and legal documents of the project; organize the placement of field markers and extract cadastral maps of the land so that compensation work is not delayed. The locality will continue to propagate and create consensus in site clearance.
