Promoting a high sense of responsibility, joining hands and being unanimous for the success of the 10th Session of the 15th National Assembly

On the afternoon of October 19, at the National Assembly House, National Assembly Chairman Tran Thanh Man and Vice Chairmen of the National Assembly chaired a meeting of the Standing Committee of the National Assembly Party Committee with Party cell heads, heads of delegations, and deputy heads of delegations in charge of National Assembly delegations of provinces and cities before the 10th session of the 15th National Assembly.

Speaking at the conference, comrade Tran Thanh Man, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly stated: With the spirit of professionalism, publicity, democracy and efficiency, during the 15th term, the National Assembly successfully went through 9 regular sessions and 9 extraordinary sessions, leaving many outstanding marks, clearly demonstrating the legislative function, supreme supervision, and deciding on important issues of the country.

Emphasizing the special significance of the 10th Session, the Secretary of the National Assembly Party Committee and Chairman of the National Assembly requested the Party Cell Heads, Heads of Delegations, and Deputy Heads of Delegations in charge of National Assembly Delegations of provinces and cities to closely follow the orientations, policies, leadership, directions, and conclusions of the Central Executive Committee, the Politburo, especially the conclusion of the 13th Central Conference to review and give opinions on each draft law and resolution.

In that spirit, the National Assembly Chairman requested that the 10th Session should have more successful results to remove institutional bottlenecks as well as problems arising in the process of socio-economic development.

Emphasizing that the 10th Session has a huge workload, the National Assembly Chairman said that the National Assembly will consider and decide on 66 contents (49 laws, 4 legal resolutions, 13 groups of socio-economic contents, state budget, supervision and decision on important issues of the country). He also mentioned that in the session agenda, time will be arranged for the National Assembly to discuss and contribute opinions on draft documents to be submitted to the 14th National Party Congress.

The National Assembly Chairman assessed: the program of the 10th Session was arranged very scientifically and tightly, with many innovations in organizational methods such as: Not dividing the session into 2 sessions; groups of content in the same field, or related, will be arranged to be presented together, discussed together; not organizing questions and answers at the plenary session, but conducting questions in writing and arranging for general discussion.

Regarding socio-economic issues, the state budget and other important issues, the National Assembly Chairman requested that delegates deeply study the Government's report, objectively analyze, comprehensively evaluate, point out advantages and limitations, draw lessons, especially in forecasting and estimating the state budget, operating fiscal and monetary policies, contributing to strengthening the effectiveness of state management and budget discipline, especially paying attention to contributing to contents directly related to social life, such as the National Target Programs...

Regarding personnel work, the National Assembly Chairman requested that the Party cell heads, heads of delegations, and deputy heads in charge of the National Assembly delegations of provinces and cities thoroughly convey to the delegates the direction of General Secretary To Lam on enhancing the Party spirit and people spirit in the activities of the National Assembly, thereby upholding the principle of the Party's unified leadership of personnel work, while ensuring that all personnel decisions of the National Assembly must truly come from the common interests of the nation and people.

Personnel work must be carried out in accordance with regulations, procedures, and voting with the highest sense of responsibility, putting the interests of the Party, the country, and the people first and foremost.

To improve the effectiveness of the 10th Session, the National Assembly Chairman requested that National Assembly deputies enhance their sense of responsibility, innovate working methods, strongly apply technology and digital transformation; promote the application of data platforms, digital information systems of the National Assembly, and apply artificial intelligence (AI) to support analysis and research to effectively serve legislative work and policy decisions; along with that, strictly comply with discipline and meeting regulations.

According to the National Assembly Chairman: The general spirit is to be proactive, scientific, innovative, economical and effective. Each statement and question from the delegates must be concise, sharp, have an address, have a solution, not be formal, not be scattered.

The National Assembly Chairman also requested to do a good job of leading and closely directing information and propaganda work, providing complete, honest, comprehensive and timely information so that voters and people can clearly understand, share and agree with the decisions of the National Assembly; propagate the meaning, importance and practical value of the contents considered and decided by the National Assembly, and strengthen the connection between the National Assembly and voters and people.

With the tradition of solidarity, innovation, intelligence and aspiration to contribute, National Assembly Chairman Tran Thanh Man expressed his belief that the 15th National Assembly will successfully fulfill its responsibilities in this historic session; hoping that National Assembly deputies will promote the highest spirit of solidarity, join efforts and join hearts with the Standing Committee of the National Assembly Party Committee and the National Assembly Standing Committee to lead and direct the successful organization of the session.
