Using a unified set of textbooks: "Very true to the Party's will and the people's hearts"

Commenting on the draft Law amending and supplementing a number of articles of the Law on Education at the afternoon meeting on October 22, National Assembly Deputy Nguyen Huu Thong (Lam Dong) agreed with the policy of stipulating that the State provide a set of textbooks for common use nationwide, saying that this is "very much in line with the Party's will and the people's will", as well as consistent with current reality.

Delegate Nguyen Huu Thong analyzed that the Party's intention here is to institutionalize Resolution 71 of the Politburo on breakthroughs in education and training development, and Resolution 88 of the National Assembly on innovation of general education programs and textbooks. The people's desire here is that through many National Assembly sessions, voters have reflected on the issue of textbooks and desired this.

Specifically, Point b, Clause 1, Article 32 of the draft Law amending and supplementing a number of articles of the Law on Education stipulates: “The State provides a set of textbooks for uniform use nationwide to ensure fairness in access to education, quality, modernity, and suitability with educational goals. The Government regulates free textbooks for students; implements appropriate socialized solutions for textbooks, ensuring sustainability and meeting the requirements for improving the quality of education”.

Regarding local educational materials, delegate Nguyen Huu Thong agreed with the regulation in the direction of assigning the authority to organize compilation to specialized agencies under the provincial People's Committee; the provincial Appraisal Council appraises; and the Chairman of the provincial People's Committee approves.

According to the delegate, this is appropriate, giving local authorities the initiative, overcoming current shortcomings such as long waiting times for appraisal, sometimes entering the school year without local educational materials. "And only local authorities know best what knowledge needs to be educated and imparted to students in the area."

Regarding the high school graduation exam and certificate, delegate Nguyen Huu Thong agreed with the draft Law on organizing high school graduation exams, but proposed that the exam should only be organized for students who want to continue to university, the rest should be considered for graduation. "That would be more economical!"
