
Proposal to supplement the regular expenditure budget estimate (foreign non-refundable aid capital) in 2025 is 26,343 million VND
The report on supplementing the state budget estimates for regular expenditures (foreign non-refundable aid) for the second period of 2025 presented by Minister of Finance Nguyen Van Thang said that through the appraisal of reports and project/non-project documents of ministries, central and local agencies, the Government proposed to supplement the estimates for agencies as a basis for implementation, expenditure control, accounting and settlement of prescribed aid capital.

Specifically, the Government Inspectorate proposed to add an estimate of 1,010 million VND, which is the nature of administrative management expenditure; the Ho Chi Minh National Academy of Politics proposed to add an estimate of 2,550 million VND, which is the nature of education - training and vocational training expenditure; the Vietnam Cooperative Alliance proposed to add an estimate of 6,000 million VND, which is the nature of education - training and vocational training expenditure; the People's Committee of Can Tho City proposed to add an estimate of 16,783 million VND, of which 16,530 million VND is for economic expenditure and 253 million VND is for health expenditure.
According to Article 52 of the State Budget Law, the decision to supplement the budget for ministries, central and local agencies from the central budget is under the authority of the National Assembly.

On that basis, the Government submitted to the National Assembly and the National Assembly Standing Committee for consideration and approval of additional state budget estimates for regular expenditures (foreign non-refundable aid capital) in 2025 for the above agencies with a capital of VND 26,343 million.
Ensure the effectiveness and progress of project implementation according to commitments with sponsors
The audit report presented by Chairman of the Economic and Financial Committee Phan Van Mai stated that the Committee found that supplementing the budget to implement the arising non-refundable aid receipts was necessary and in accordance with the provisions of the State Budget Law.
The Committee also found that the Government's submission to the National Assembly for consideration and decision on supplementing the state budget revenue and expenditure estimates for non-refundable aid from regular expenditure sources in 2025 is in accordance with the provisions of Clause 4, Article 19 of the State Budget Law, ensuring the National Assembly's authority.

The majority of opinions of the Committee found that, through the Government's Submission, the reason for the additional budget estimate was that a number of agencies had received goods and aid and created new aid projects after the time of synthesizing and submitting to competent authorities for consideration and decision at the time of the first additional budget estimate in 2025.
Therefore, these non-refundable aid revenues and expenditures need to be added to the budget estimate to ensure sufficient legal basis for implementation according to the provisions of Clause 2, Article 8 of the State Budget Law.

Based on actual arising needs, to ensure the effectiveness and progress of project implementation according to the commitment with the sponsor, the Committee agrees with the plan to supplement the budget for ministries, branches and localities as proposed by the Government.
The Committee agreed to supplement the central budget revenue estimate for 2025 with foreign non-refundable aid capital of VND 26,343 billion. At the same time, supplement the regular expenditure estimate for 2025 with VND 26,343 billion for ministries, central and local agencies as detailed in the allocation plan according to the Government's Submission No. 1051/TTr-CP dated November 12, 2025.

The Committee recommends that the Government direct the review and allocation of foreign aid budget estimates in accordance with legal regulations; ensure effective and proper use, and avoid loss, waste, and negativity.
