The Government proposed to approve the feasibility study report for phase 2 of the Long Thanh airport project.

On December 8, the National Assembly listened to Minister of Construction Tran Hong Minh present a report on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport.

Reporting at the meeting, Minister Tran Hong Minh said that implementing Resolution No. 94/2015/QH13 dated June 25, 2015 of the National Assembly on investment policy for Long Thanh International Airport Project (hereinafter referred to as "Project"); Resolution No. 95/2019/QH14 dated June 26 ,   11/2019 of the National Assembly on the Feasibility Study Report of the Long Thanh International Airport Construction Investment Project Phase 1, the Prime Minister issued Decision No. 1777/QD-TTg dated November 11, 2020 approving the Long Thanh International Airport Construction Investment Project Phase 1.  

To facilitate the implementation of investment and construction of phase 2 of the Project, the Government submits to the National Assembly for consideration and approval the adjustment of the content of Resolution No. 94/2015/QH13 dated June 25 , 2015 of the National Assembly on the investment policy of Long Thanh International Airport (hereinafter referred to as Resolution No. 94/2015/QH13).

Set   Chief Tran Hong Minh said,   The Government proposed that the National Assembly consider and adjust the content of Clause 6, Article 2 of Resolution No. 94/2015/QH13 to "Allow the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval".  

The reason for the above adjustment according to Minister Tran Hong Minh ,   In implementing the investment in Phase 1, implementing the provisions in Clause 6, Article 2 of Resolution No. 94/2015/QH13, the Government directed the organization to prepare the Feasibility Study Report for Phase 1 of the Project, which was reported and approved by the National Assembly in Resolution No. 95/2019/QH14 dated November 26 , 2019. On that basis, the Prime Minister approved the Long Thanh International Airport Construction Investment Project in Decision No. 1777/QD-TTg dated November 11, 2020 .  

Accordingly, Phase 1 of the Project is divided into 4 component projects and different investors/investors are selected to implement them in accordance with the nature of each project, ensuring national defense, security and interests of the State and the interests of the Nation; ensuring State management according to the provisions of the law on civil aviation and use for military purposes in accordance with the requirements in Clause 3, Article 1 of Resolution No. 95/2019/QH14.  

During the implementation of phase 1, based on the Government's proposal to adjust the investment phase of the construction of the 26th runway of the Project from Phase 3 to Phase 1, the National Assembly "Allowed the Government to organize the approval of the Feasibility Study Report to adjust Phase 1 of the Project under its authority without having to report to the National Assembly for approval" in Clause 11 of Resolution No. 174/2024/QH15 dated November 30, 2024 .  

Implementing the investment research phase 2 based on the forecast of transport demand, the Feasibility Study Report phase 1 of the Project has projected the research and investment time for phase 2 (including the 3rd runway and the 2nd passenger terminal) to be from 2028 to 2032. However, with the GDP growth scenario set out from 2026 reaching double digits, the passenger volume through airports in general, especially Long Thanh International Airport in particular, will increase faster than previously forecast. Therefore, it is necessary to organize the investment research phase 2 earlier than expected. In addition, the investment research for the 3rd runway in phase 2 will take advantage of the available labor, machinery and equipment of the contractors under construction, thereby saving time, costs, shortening progress and improving construction investment efficiency; At the same time, it contributes to minimizing the impact on Port operations such as dust and noise caused by phase 2 construction activities.

The research and implementation of investment in phase 2 of Long Thanh International Airport was also determined in Conclusion No. 199-KL/TW dated October 10, 2025 at the 13th Conference of the 13th Party Central Committee on socio-economic development in 2025 - 2026 and in the Resolution of the 1st Government Party Congress, term 2025 - 2030 dated October 13, 2025.  

According to the approved investment policy and planning, phase 2 of the Project is expected to invest in 1 runway, 1 passenger terminal with a capacity of 25 million passengers/year and synchronous works to meet the exploitation needs. Based on the organization and investment form of the component projects of phase 1, the Government plans to assign ACV as the investor of essential works and other works of phase 2 (3rd runway, taxiway system, aircraft parking lot, passenger terminal), VATM as the investor of works to ensure flight operations of phase 2 (DVOR/DME station, surveillance radar system, weather radar).  

Based on the above analysis, the National Assembly's permission for the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval will help the Government proactively organize research, appraisal and approval of the Feasibility Study Report for Phase 2 of the Project, in accordance with the policy of decentralization and delegation of power and the provisions of Clause 1, Article 43 of the Law on Public Investment 2024.

Based on the above report, the Government recommends that the National Assembly consider and adjust the content of Clause 6, Article 2 of Resolution No. 94/2015/QH13 dated June 25, 2015 on the investment policy of the Long Thanh International Airport Project and include it in the content of the Joint Resolution of the 10th Session, 15th National Assembly as follows: "Allow the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval". The Government respectfully submits to the National Assembly for consideration and approval of the above content at the 10th Session, 15th National Assembly as a basis for implementation.
