Faced with the need to innovate the university and vocational education system and streamline the management apparatus, many localities across the country are developing plans to merge and reorganize the network of public universities, colleges and intermediate schools, aiming to improve operational efficiency and training quality.

Among the universities and colleges implementing the arrangement and merger plan, the pedagogical sector receives great attention from society.

Regarding the possibility of universities training at college level, Minister of Education and Training Nguyen Kim Son said that in the planning of universities and colleges, the system of pedagogical colleges will soon have only 3-4 schools, the trend is that pedagogical colleges will merge into pedagogical universities. In pedagogical universities, there will be training for preschool teachers at college level.

According to Minister Nguyen Kim Son, in order for universities to be able to provide college-level training in a number of specialized, specialized, in-depth, and special fields according to the country's human resource needs, it is necessary to include a principle in the law that universities can be allowed to organize college-level training within universities.

However, the Minister also made it clear that the training and requirements need to have separate, specific regulations to avoid universities massively enrolling college-level students, which would neutralize and reduce the enrollment capacity of colleges.

Big changes in admissions

In the context of implementing the arrangement and merger plan, many pedagogical schools have informed about the enrollment plan for 2026.

Thai Nguyen University of Education has announced the 2026 regular university admission method with 6 methods. In which, the method of considering transferring students who have completed the preparatory program combined with aptitude test scores only applies to the majors of Music Pedagogy, Physical Education and Sports Training.

Compared to 2025, the school will continue to not consider transcripts and will no longer consider the scores of two separate exams, V-SAT and HSA. Instead, the school will add a method of combining graduation exam scores with international certificates.

Previously, Hanoi Pedagogical University 2 also announced the method of regular university admission in 2026. In particular, with the method of considering high school transcripts, instead of considering all majors like last year, in 2026, the school has 17 majors expected to no longer use the method of considering high school transcripts for admission.

Hanoi National University of Education has just announced the establishment of 3 member schools, including: School of Early Childhood Development Sciences, School of Educational Sciences, School of Mathematics and Information Technology. This is a step marking the transformation process towards the goal of becoming a key national university of education.

Associate Professor, Dr. Nguyen Duc Son -   The Rector of Hanoi National University of Education said that from now until 2030, the school has developed a project and sent it to the Ministry of Education and Training. During this period, the school will prepare all the conditions to become a university. The establishment of affiliated schools helps to concentrate resources, create a clear development orientation and facilitate training. Thereby, the quality of input will be significantly improved.

Associate Professor Dr. Nguyen Duc Son said that the school plans to announce its enrollment plan for 2026 in December. The school is currently reviewing and recalculating some enrollment targets, especially for new majors opening in 2026.
