Creating a new management model for science, technology and innovation

The national social sciences and humanities program “Research on innovation in management of Science, Technology and Innovation (S&I) in Vietnam” aims to implement the Strategy for Science, Technology and Innovation Development to 2030. This is a decisive step to create an institutional foundation for the decade of development full of changes and opportunities ahead.

Perfecting the management model of science, technology and innovation

The program sets a consistent goal of building a system of theoretical and practical arguments on the science, technology and innovation management model in line with international practices and Vietnam's characteristics; at the same time, contributing directly to policy making, especially the preparation of documents for the 14th and 15th National Party Congresses.

To realize that goal, the program summarizes domestic and international experiences, and deeply studies the content of science, technology and innovation management in three stages from basic research, application to commercialization. Based on this knowledge, the program aims to propose solutions to innovate models and perfect management institutions, thereby enhancing the driving role of science, technology and innovation for the country's development.

The research content of the program is designed comprehensively and systematically. First of all, the program clarifies the core theoretical issues on the development and management of science, technology and innovation; identifies the influencing factors, requirements in the context of digital transformation, technological competition and new development trends in the world . International experiences are selectively analyzed to draw useful lessons for Vietnam when building a more compatible and effective management model.

In addition to the theoretical part, the program devotes a large amount of space to surveying the current state of state management of science and technology innovation in Vietnam. From the legal system, mechanisms and policies, management apparatus at the central and local levels, to the management of science and technology tasks, investment and finance, operation of the innovation ecosystem, etc. All are carefully evaluated to point out the shortcomings and bottlenecks. On that basis, the research groups propose innovative solutions and improve the management model, ensuring the connection between science and technology and socio-economic development in the new context.

Innovation in business and the problem of human resource management

Another important pillar of the program is research on science, technology and innovation management in enterprises – where innovation truly becomes a driving force for national competitiveness. The program evaluates the management model of Vietnamese enterprises, compares it with international practices, and proposes pilot models (sandboxes) to encourage enterprises to boldly invest in research, technological innovation, new product development and building an innovation culture.

Human resources for science, technology and innovation management are also a major focus of the program. The research analyzes the current situation of training and fostering management staff at central, local and enterprise levels; proposes support policies and mechanisms; builds a training program framework and a curriculum system according to international standards. Along with that, experimental training courses are organized to improve the capacity of the management team - a factor that directly determines the quality of operating the science, technology and innovation system.

From the results of the component research, the program will synthesize and propose a suitable science, technology and innovation management model for the coming period; at the same time, pilot a number of models and solutions to verify their effectiveness.

The expected products of the program include: a reporting system providing arguments for policy making; new management models, tools and processes; training and development programs; scientific publications and monographs; as well as postgraduate training results and management capacity building at many levels. All products must ensure novelty, academic integrity and transferability, with 100% of the results published scientifically and at least 40% published internationally.

The set of criteria for evaluating the program also demonstrates the determination to achieve real effectiveness: 50% of tasks must directly contribute to policy making; 80% contribute to solving practical problems of ministries, branches, localities and enterprises; at least 60% help raise theoretical and practical awareness of management science. In addition, 80% of tasks must contribute to postgraduate training and training of science, technology and innovation management staff.

With its scale, systematic structure and clear strategic orientation, the Program is not only a major research task, but also a fundamental step in creating a new management model for science, technology and innovation. In the context of Vietnam's goal of making a breakthrough by 2030, the program is expected to become an "institutional support" to help science, technology and innovation play a driving role, bringing the country forward quickly, on the right track and deeply integrating into the world's development flow.
