The People's Committee of Quang Duc Commune (Quang Ninh Province) has just reported the results of overcoming existing issues regarding the arrangement of cadres. Accordingly, after a working session with the Provincial Interdisciplinary Working Group on the content of the Dai Doan Ket Newspaper reflecting on the appointment of Ms. D.DV as Principal of Quang Duc Primary and Secondary School which did not comply with the regulations under Circular 32/2020/TT-BGDDT of the Ministry of Education and Training , the Standing Committee of the Quang Duc Commune Party Committee unanimously resolved to transfer Ms. D.DV to work at the Party Building Committee, appointing her to the position of Deputy Head of the Committee.
Previously, on November 25, Dai Doan Ket Newspaper published an article "Quang Ninh: Appointing a Primary School Principal who does not meet the title standards?". The article reflected that when reviewing the appointment standards, Ms. D.DV, Principal of Quang Thanh Primary School, with a Bachelor of Elementary Education, did not meet the standards to be a Secondary School Principal according to Clause 3, Article 11, Circular 32/2020/TT-BGDDT of the Ministry of Education and Training. However, Ms. D.DV was still appointed as Principal of Quang Duc Primary and Secondary School.
After the Dai Doan Ket Newspaper published the article, the Department of Home Affairs of Quang Ninh issued Document No. 4865/SNV-TCCB&BC dated November 28, 2025 requesting the People's Committee of Quang Duc Commune to report and explain the appointment of the Principal of Quang Duc Primary and Secondary School according to the Newspaper's reflection. The report of the People's Committee of the Commune affirmed: The reflection of Dai Doan Ket Newspaper is true to the actual implementation in the locality.
Quang Ninh province also organized an interdisciplinary working group including the Department of Home Affairs, Department of Education and Training, and the Provincial Inspectorate to work with Quang Duc commune to verify the content reported by Dai Doan Ket Newspaper.
Concluding the working session, the Interdisciplinary Working Group of Quang Ninh province also affirmed: The content of the Dai Doan Ket Newspaper's reflection on the personnel work at the People's Committee of Quang Duc commune accurately reflects the actual situation in the locality.
After the working session, the Standing Committee of the Quang Duc Commune Party Committee met and agreed to transfer Ms. D.DV to the position of Deputy Head of the Party Building Committee of the commune from January 1, 2026.
