
Speaking at the supervision session, Deputy Head of the Central Inspection Committee Le Van Thanh suggested that the Party Committee and People's Committee of Tra Vinh ward continue to study in depth the documents and regulations related to Party building work, policies and resolutions of the Politburo and the Central Executive Committee, especially the key resolutions on breakthroughs in science and technology development, innovation and national digital transformation; international integration in the new situation; innovation in law making and enforcement to meet the requirements of national development in the new era, private economic development... to organize effective implementation in the locality.
The ward Party Committee needs to strengthen Party building work, grasp regulations, policies, and resolutions; grasp the ideology of cadres and party members, and ensure orderly party cell activities... In addition, the ward Party Committee and People's Committee focus on inspection and supervision work; review the professional and technical capacity of cadres, civil servants, and public employees to restructure and arrange suitable job positions, ensuring streamlining and efficiency.

Tra Vinh Ward has a natural area of nearly 16 km2, a population of more than 45,600 people, of which the Khmer ethnic group accounts for 21.46%, the Chinese ethnic group accounts for 6.2%. The ward Party Committee has 53 Party cells and affiliated Party Committees with nearly 2,500 Party members.
Secretary of the Tra Vinh Ward Party Committee Duong Hien Hai Dang said that since implementing the 2-level local government model, the Ward Party Committee has proactively built working regulations, assigned tasks to the Standing Party Committee, the Standing Committee of the Party Committee, the Ward Party Committee Executive Committee, established advisory and support agencies and affiliated Party cells and Party committees...
The Party Committee directs each agency and unit to develop working regulations and assign tasks to cadres, civil servants, and public employees of agencies and units under Tra Vinh ward according to regulations, ensuring clear people, clear work, no overlapping, and no omission of functions and tasks.

Up to now, the operation of the new apparatus in Tra Vinh ward has been basically stable. Currently, the ward has 408 administrative procedures, of which 314 are commune-level procedures and 94 are shared at the provincial and commune levels. The locality has publicly posted 1,734 administrative procedures that are implemented regardless of administrative boundaries. The settlement of administrative procedures at the Tra Vinh Ward Public Administration Service Center no longer has a situation of being overdue.
However, in the process of operating the new model, the ward still has some difficulties and problems that need to be addressed and resolved to improve operational efficiency in the coming time. Specifically, some equipment at the Public Administration Service Center such as the queue number machine and the computer for people to submit online applications are old and unstable. People mainly submit applications directly and have not yet switched to using full-process online public services, although the locality has deployed many forms of propaganda and support such as establishing a Community Digital Technology Team, the "Digital Education for All" model... In addition, people's access to and use of level 2 electronic identification is still limited; many cases have created an account but do not remember the password or do not know how to use it, leading to the effectiveness of implementing online public services not reaching expectations.

On the other hand, besides the relatively good digitization of Party documents, administrative records of old wards have not been fully digitized, causing difficulties in searching and solving work and affecting the goal of building digital government at the commune level.
The Tra Vinh Ward Party Committee recommends that competent authorities continue to pay attention and support the locality to perfect the 2-level local government system in a streamlined, effective direction, to best serve the people. The Central Committee considers raising the position of the commune-level Inspection Committee member, because according to Regulation 368-QD/TW dated September 8, 2025 on "List of positions, title groups, and leadership positions of the political system", the current position of the commune-level Inspection Committee member is no longer the same as before.
