Ms. Pham Thi Ngoan, Deputy Secretary of the Party Committee and General Director of Da Do Irrigation Works Exploitation One-Member Limited Company ( Hai Phong ), has just been awarded the first "Dynamic, Creative, and Responsible Female Trade Union Member" award in 2025 by the Vietnam General Confederation of Labor.

From young engineer to outstanding leader

Having been involved in the irrigation sector for over 21 years, Ms. Pham Thi Ngoan rose through the ranks from a technical officer, gradually demonstrating her capabilities through positions such as Head of Technical Planning Department, Deputy General Director, and then General Director of Da Do Irrigation Works Exploitation Company Limited. In each position, she left a distinct mark with her innovative spirit, willingness to think outside the box, take initiative, and accept responsibility.

Ms. Ngoan said that the irrigation industry is particularly arduous and heavily impacted by nature, but it is precisely these difficulties that motivate her and her colleagues to constantly explore, innovate, and apply science and technology to more effectively serve agricultural production and people's lives.

She chaired and participated in a series of research projects and initiatives applying modern technology, creating breakthroughs for the city's irrigation work. A notable achievement was the city-level science and technology project "Building a model for applying automation in the operation of irrigation sluices in Hai Phong," which was approved and highly evaluated by the Science and Technology Council for its practical effectiveness.

Mr. Do Van Trai, Secretary of the Party Committee and Chairman of Da Do Irrigation Works Exploitation One-Member Limited Company, said this is the first model in Hai Phong to apply automated technology to remotely control the operation of the irrigation sluice system, serving water supply for agricultural production, people's livelihoods, and the economy. The model helps reduce labor costs, increase energy efficiency, standardize management and operation, and promote digital transformation in the agricultural sector.

With its practical effectiveness, Ms. Ngoan's model was approved by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to be replicated in 19 sluices in the Da Do irrigation system, making a significant contribution to preventing saltwater intrusion and protecting freshwater resources for the city.

Ms. Ngoan is also the head of the research team for the project "Application of solar-powered devices for remote management and operation of irrigation canal systems" - the first model in Hai Phong applying renewable energy in irrigation automation.

The solution helps reduce 40% of labor costs, save electricity and improve safety in operations, saving more than 210 million VND/year, and was awarded the Creative Labor Certificate in 2021 by the Vietnam General Confederation of Labor and third prize in the 2nd Hai Phong City Workers' and Laborers' Technical Creativity Contest 2020 - 2021.

Ms. Ngoan and her team implemented the project "Application of Google Maps to build an online map of irrigation systems," which helped reduce field survey time by 80% and increase operational efficiency, resulting in a profit of over 252 million VND per year. This won the Encouragement Award at the 2021 Hai Phong City Workers' and Laborers' Technical Innovation Competition.

"Good at public affairs, good at housework"

In her leadership role, Ms. Ngoan has always been concerned with the well-being of her employees, regularly directing and organizing cultural and sports activities, the "Excellent Worker, Creative Worker" emulation movement, and encouraging research and technical innovation among the workforce. Under her leadership and that of the management team, Da Do Irrigation Works Exploitation Company Limited is considered one of the leading units in the city in digital transformation and the application of science and technology to the management and operation of irrigation works.

Ms. Pham Thi Ngoan always fulfills her roles as a wife and mother. Despite being busy with work, she always dedicates time to caring for and educating her children, maintaining a warm and harmonious home environment. Her family has consistently received the "Exemplary Cultural Family" award for many years and was recognized as an "Exemplary Worker Family" by the Agricultural Sector Trade Union in 2023.

Her son is studying at Hanoi University of Science and Technology and has won many awards for excellent students at the city level. Her daughter is obedient and studious. Ms. Ngoan always believes that women, no matter what position they hold, need to maintain a balance between work and family. Success in society is only truly complete when behind her is a happy home.

Thanks to her outstanding contributions, she was awarded two Certificates of Creative Labor by the Vietnam General Confederation of Labor, a Certificate of Merit from the Ministry of Agriculture and Environment, and many other prestigious titles such as "Le Chan Award 2024", and "Outstanding Product of the Hai Phong Women's Talent and Creativity Festival 2023".

The first "Dynamic, Creative, and Responsible Female Trade Union Member" award in 2025 continues to be a well-deserved recognition for the persistent, creative, and humane journey of Ms. Pham Thi Ngoan, a female leader who always strives for the development of her business, the happiness of her employees, and a loving home.
