Currently, in Huu Lung commune, there are 10 construction investment projects being implemented with a total area of over 400 hectares. In particular, in addition to the province's key project, VSIP Lang Son Industrial Park, a number of other projects are large-scale such as: Huu Lung New Urban Area; expressway interchange to Huu Lung Industrial Park; Ho Son and Hoa Thang resettlement and residential areas; Ho Son 1 Industrial Cluster.

To speed up the progress of site clearance, the Steering Committee for site clearance for projects in Huu Lung commune has established a special working group with the participation of leaders of the Party Committee and the commune government. At the same time, the Commune People's Committee has established two working groups directly involved in propagating and mobilizing people to hand over the site. At the same time, the commune has developed a site clearance plan with a specific timeline for each project, attaching responsibility for the site clearance results to each person. Based on the proposed plan, civil servants and officers participating in site clearance work in the spirit of no days off to complete the work.

Mr. Ha Huy Hung, Vice Chairman of the People's Committee of Huu Lung Commune, said: For affected households, the commune has reviewed and classified them into groups based on their problems and implemented flexible forms of propaganda. The commune's viewpoint is to focus on conducting direct dialogue to grasp the thoughts and aspirations of the people, thereby improving the effectiveness of propaganda work.

For example, in the first phase of the VSIP Industrial Park project, as of early November 2025, there were still 22 households in Huu Lung commune who had not agreed to hand over the site. Therefore, the commune's working group directly went to each household to propagate and explain the provisions of the law. At the same time, they answered questions from households related to compensation and resettlement support as well as concerns and worries of households in the relocation of graves. On the other hand, in cases of intentional non-cooperation in the implementation of the site clearance, the commune has consolidated the records and procedures for land recovery according to regulations. Thereby, households gradually agreed and handed over the site according to regulations. To date, the commune has handed over 135.2/137.1 hectares to the investor, reaching 99%. With the remaining area still having issues related to graves, the households have agreed on a relocation time in December 2025, ensuring the project's progress as planned.

One of the difficulties in the project's land acquisition is that many households lost their houses and had to be resettled. For the above households, the Commune People's Committee has also closely coordinated with the investor to promptly implement temporary housing plans for the households while waiting for the completion of the resettlement site. Mr. Hoang Trung Thanh, Director of Truong Thinh Phat Real Estate Company Limited, the investor of the Huu Lung New Urban Area project, said: For households that had to move their residence, the unit has supported all costs for moving furniture as well as the cost of renting temporary housing space. At the same time, during the project's land acquisition process, we directly participated with the Huu Lung Commune People's Committee in propagating and mobilizing the people to promptly grasp the wishes and satisfactorily answer the households. Up to now, the project's land acquisition work has been guaranteed (reaching 90.3%), the unit has also completed the infrastructure items according to the design on the handed-over area.

With the drastic participation in the project site clearance work, up to now, the projects in Huu Lung commune have basically ensured the set progress. Specifically, the results of the site handover of projects such as: resettlement, Ho Son and Hoa Thang residents have handed over 22.05 ha/22.24 ha, reaching 99%; Ho Son 1 Industrial Cluster has cleared 73.76 ha, reaching 100%... Notably, the site clearance work of the key project VSIP Lang Son Industrial Park in both phases is being carried out by Huu Lung commune People's Committee to ensure progress, this is also one of the very few key projects in the province that meet the required progress. For the remaining area of the projects, the Commune People's Committee is continuing to focus on implementation, striving to complete the site clearance work in December 2025.

At the meeting to evaluate the implementation of key projects on November 19, Huu Lung commune was assessed by the leaders of the Steering Committee for compensation and site clearance for key projects in the province as one of the units implementing site clearance work resolutely and effectively, contributing to ensuring the progress of the projects.
