On behalf of General Secretary To Lam and other Party and State leaders, Prime Minister Pham Minh Chinh commended the efforts of local authorities and the armed forces, police, the Ministry of Agriculture and Environment, the Ministry of Construction , the Fatherland Front at all levels, and the Ho Chi Minh Communist Youth Union in overcoming the consequences of the recent natural disasters and floods, especially focusing on supporting the reconstruction and repair of houses for the people. Local authorities, especially Gia Lai province, and the armed forces and police have actively participated and decisively implemented the "Quang Trung Campaign," promptly starting the reconstruction of 971 out of 1,635 houses that were completely destroyed and completing the repair of 34,627 out of 39,461 damaged houses.
The Prime Minister severely criticized the leaders of Quang Tri province for not attending the meeting as scheduled and for delays in implementation (12 households whose houses were damaged by storms have yet to carry out repairs, reinforce foundations against landslides, or relocate and rebuild; people are still living in temporary accommodations); and requested Quang Tri province to report back to the Prime Minister before 5 PM on December 9, 2025, on this delay.
The Prime Minister emphasized that this is a "campaign" without gunfire, but it must be victorious, and resoundingly victorious. The goal is to resolutely complete the repair and reconstruction of housing, bringing joy and happiness to the people, especially those families left homeless after the historic floods in Central Vietnam, as directed by the Prime Minister in Official Dispatch No. 234/CĐ-TTg dated November 30, 2025, and Document No. 1551/TTg-NN dated December 3, 2025 (completing the repair of damaged houses before December 31, 2025; rebuilding and resettling all households whose houses were destroyed, collapsed, or swept away by floods before January 31, 2026). Party committees, government agencies, organizations, and functional forces at all levels need to recognize that this is not just a political task or a normal responsibility, but a command from the heart, an expression of affection for the people.
Stay close to the local area, directly inspect, supervise, and review the progress of implementation on a daily basis.
According to a summary report from the Ministry of Agriculture and Environment, as of now, a large number of houses have collapsed and need rebuilding (1,156 houses, of which 664 have not yet started construction), and over 4,800 houses still need repair. Local authorities need to be more decisive, faster, and stronger in implementing the "Campaign"; the Provincial Party Secretary, City Party Secretary, and Chairman of the People's Committee of provinces and cities must directly lead, direct, and assign specific tasks to each member of the Standing Committee and Executive Committee to closely monitor each ward and commune, directly supervise, inspect, and review the progress of implementation daily and weekly, and handle any obstacles arising during the implementation process.
The Prime Minister requests that the People's Committees of provinces and cities strictly comply with the regulations on reporting the progress and results of the "Campaign" to the Ministry of Agriculture and Environment, the Ministry of Finance, and the Government Office before 3 PM every Saturday; and promptly report to the competent authorities to direct the resolution of difficulties and obstacles and propose recommendations (if any). The Ministry of Agriculture and Environment, in coordination with the Ministry of Finance and the Government Office, will compile and report to the Prime Minister before 3 PM every Sunday (in case any province or city fails to submit a report by the deadline, the Government Office will immediately remind them).
The Ministry of Agriculture and Environment proactively coordinates and guides localities regarding land-related problems for households that must be resettled (if any).
Provide maximum support to help people repair and rebuild their homes as quickly as possible.
The Prime Minister has instructed the Ministry of Finance to prepare resources to provide support immediately when needed and to guide localities in implementing the plan.
Mobilized resources include central resources, local resources, state resources, and private resources. The state provides general support, encourages people to spend more money, borrow more money, and calls for help to build and repair bigger, more beautiful houses.
The Ministry of National Defense and the Ministry of Public Security directed units to continue to provide maximum possible support forces at the request of localities to support people in repairing and rebuilding houses as soon as possible.
The Ministry of Construction provides guidance on house model design according to tasks in Official Dispatch No. 234/CD-TTg dated November 30, 2025 of the Prime Minister.

The Prime Minister requested the Vietnam Fatherland Front and other organizations to continue mobilizing organizations, individuals, and philanthropists to support the people in overcoming the consequences of natural disasters and floods; the Ho Chi Minh Communist Youth Union should demonstrate its spirit as an active vanguard force in participating in the "Campaign" to support the people in overcoming the consequences of floods, especially in rebuilding and repairing houses for the people. He assigned the Secretary of the Youth Union at the provincial and grassroots levels to directly supervise and report the results to the Central Youth Union before 3 PM every Saturday so that the Central Youth Union can report to the Prime Minister before 3 PM every Sunday.
The Corporations: Vietnam Electricity, Vietnam National Energy and Industry, Vietnam Posts and Telecommunications, and Military Telecommunications continue to pay attention, consider, and support localities and people in disaster and flood-affected areas to overcome difficulties and quickly overcome the consequences of natural disasters.
No loss, waste, corruption, or negativity
The Prime Minister requested the Government Inspectorate to carry out surprise inspections on the progress and use of resources by localities, ensuring the correct scope and subjects, and preventing loss, waste, corruption, and negativity.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media and press agencies open special pages, columns, develop topics, etc. to continue to do a good job of communication, reporting daily and weekly on good places and good practices to encourage and support the implementation of the "Quang Trung Campaign" in localities.
The Government Office will monitor and supervise according to its assigned functions and tasks, and, together with the Ministry of Agriculture and Environment, report to the Prime Minister as prescribed before 3 PM every Sunday; it will also organize meetings of the Government Standing Committee with the Secretaries of provincial and city Party Committees and Chairmen of People's Committees of provinces and cities every two weeks (starting from December 9, 2025) to assess the situation, supervise, and resolve difficulties.
