Receiving pensions and social insurance benefits through personal bank accounts offers many practical benefits to citizens. Beneficiaries can receive money anytime, anywhere through ATMs nationwide, without being dependent on payment schedules. This method helps reduce the risks of carrying cash, preventing loss or confusion when receiving money. Citizens also benefit from free card opening and free ATM withdrawals, thus saving costs and time.
In addition, beneficiaries can easily manage their accounts, check transaction history, and monitor their balances through SMS banking and internet banking, and utilize many other convenient features such as bill payments, money transfers, and mobile phone top-ups. Receiving payments via bank account is especially useful in situations with bad weather, for the elderly who are ill, or for those with mobility difficulties.

In accordance with the directives of the Vietnam Social Security and the Provincial People's Committee on improving the business environment and enhancing national competitiveness by 2025 as per Resolution No. 02/NQ-CP (dated January 8, 2025) of the Government , the Provincial Social Security has issued Plan No. 430/KH-BHXH to continue increasing the percentage of people receiving social insurance benefits and unemployment allowances through cashless payment methods to 90% in urban areas by the end of 2025.
Specifically, the Provincial Social Insurance Agency, in coordination with the Provincial Police Department, advised the Provincial People's Committee to issue Plan No. 56/KH-UBND (dated February 24, 2025) on the implementation of the Project for the Development of National Data Application on Population, Identification and Electronic Authentication to Serve National Digital Transformation in the period 2022-2025, with a vision to 2030. The goal is to implement cashless payments for 100% of eligible individuals in the province.
In the final months of 2025, the provincial Social Insurance agency continued to coordinate and organize conferences to promote the opening of personal accounts for people to receive monthly pensions and social insurance benefits. At the end of November, at the Cao Thang 4 Cultural Center (Ha Lam ward), representatives from the ward People's Committee and the provincial Social Insurance agency directly guided residents in registering for free accounts. Many elderly people had their first opportunity to access and experience cashless payment services.

Mr. Pham Thanh Khanh (67 years old, Cao Thang 4 area) previously received his pension in cash monthly. After being guided by Social Insurance officials to register for a bank account transfer, Mr. Khanh shared: “From next month, I won’t have to wait to receive cash anymore; the money will be transferred directly to my ATM account. I find it very convenient because ATMs are in many places, and I can withdraw money anytime without having to queue like before.”
To help people understand the benefits of cashless payments, the provincial Social Insurance agency has intensified its宣传 efforts through various channels, including commune and ward radio systems, social media, livestreams, and mass media. Simultaneously, the provincial Social Insurance agency is coordinating with the provincial Post Office and commercial banks to strengthen direct outreach to those currently receiving cash payments to encourage and support the transition. Monthly, the provincial Social Insurance agency develops plans for inspection and monitoring at payment points; and collaborates with commune and ward People's Committees and special administrative regions to organize conferences to educate and guide people on registering to receive benefits through personal accounts.
Employers are also requested to instruct employees to declare their bank account information when submitting applications for benefits. The Provincial Employment Service Center and businesses are actively encouraging unemployment benefit recipients to switch to receiving payments via bank accounts. Units under the Provincial Social Insurance agency are proactively reviewing potential target groups such as pensioners, newly eligible social insurance beneficiaries, and those receiving lump-sum social insurance payments, to encourage them to register to receive payments via bank accounts.
Thanks to the synchronized implementation of various solutions, it is expected that by the end of December, the entire province will have 141,500 people receiving social insurance and unemployment insurance benefits via bank accounts, reaching 94% of the total number of beneficiaries; of which, 121,775 people will receive monthly pensions and social insurance benefits, reaching 93%, exceeding the 2025 target by 3%. Specifically in urban areas, the figure is 115,785 people, reaching 95%, 8% higher than the plan assigned by Vietnam Social Insurance; 99.4% of people receiving lump-sum social insurance benefits via bank accounts will receive benefits via bank accounts, exceeding the plan by 0.4%; and 100% of people receiving unemployment benefits via bank accounts will receive benefits via bank accounts, exceeding the target by 1%.
Implementing cashless payment methods for pensions, social insurance benefits, and unemployment insurance benefits not only facilitates and ensures social security rights for citizens but also contributes to building a modern, transparent, and efficient administrative system.
