At the program, representatives of Hanoi Social Insurance presented new points in the social security system in 2025, especially the expected changes when the amended Law on Social Insurance takes effect.
Some issues that workers are concerned about include: Enterprises that are late in paying social insurance, making it impossible for workers to close their books; conditions for long-term sick leave; procedures for confirming social insurance payment time when a business goes bankrupt; health insurance benefits when going beyond the line; regulations on housing support for workers; or the responsibility of grassroots trade unions in protecting rights when businesses owe long-term social insurance.
In each question, the Social Insurance expert explained specifically according to current regulations, and at the same time guided employees on how to monitor the social insurance payment process via the VssID application, how to report violations by businesses, and how to directly contact the Social Insurance agency when problems arise.

Regarding the concerns of workers about the changes in the Trade Union model, Dr. Nguyen Huy Khoa, Deputy Head of the Faculty of Law, Trade Union University, informed that previously, the Trade Union system operated at 4 levels: Central level (Vietnam General Confederation of Labor), provincial level (Confederations of Labor of provinces and cities), grassroots Trade Unions (District and County Labor Federations, Trade Unions of industries) and grassroots Trade Unions. However, according to the provisions of Law No. 97/2025/QH15 amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front , the Trade Union Law, the Youth Law and the Law on Democracy Implementation at the Grassroots Level, currently, the Trade Union system has 3 levels: Central level, provincial level and grassroots Trade Unions.
Therefore, when established, the grassroots trade union will be under the management of the provincial trade union (City Labor Federation). When establishing a commune or ward trade union, the City Labor Federation will decentralize, delegate, and authorize the commune or ward trade union to manage and coordinate with the grassroots trade union in the area to perform the functions and tasks of the trade union organization, especially in caring for and ensuring the rights and interests of workers.
Editor-in-Chief of the Capital Labor Newspaper Nguyen Van Binh said that the program will help union officials improve their knowledge and provide more effective support for the implementation of grassroots union congresses and other aspects of work. In addition, organizing dialogues will help union members and workers access legal knowledge right in their localities and improve their self-protection skills in labor relations.
