Duong Hoa commune is home to a large ethnic minority population, with rugged terrain and difficult road access. Before the establishment of a regular commune police force, patrolling, monitoring, and disseminating information about traffic laws and safety in the area were fragmented and heavily reliant on village heads and influential individuals. Consequently, many regulations, especially those related to firecrackers, homemade weapons, and safe traffic participation, were not fully understood or complied with by the people. Violations occurred sporadically, particularly during holidays, festivals, and weddings, causing concern within the community.

With the establishment of a regular commune police force at the local level, and the abolition of district-level police, Duong Hoa commune, like many others, entered a new phase. The well-trained regular commune police force not only ensures security and order but also acts as a "bridge" between the government and the people, maintaining law and order at the grassroots level with the spirit of: dedication, closeness to the people, understanding the people, and readiness to listen to and support the people.
Lieutenant Colonel Nguyen Phi Cuong, Deputy Head of the Duong Hoa Commune Police, said: "We have coordinated with local security forces, Party branch secretaries, village heads, and trusted community members to conduct awareness campaigns on not storing, buying, or using firecrackers; not manufacturing or storing homemade weapons; complying with the Law on Traffic Order and Safety, not driving after drinking alcohol; and ensuring safety when participating in traffic... The awareness campaign is not limited to one session, but is divided into many sessions at village meetings, women's meetings, youth meetings, or even during spring and year-end gatherings."
The commune police force also conducts patrols and inspections of the area during hours when violations are likely to occur, such as late at night, early in the morning, during festivals, or when there is suspicious information. Patrol and inspection duties are assigned on a rotational basis and are ready to be present when people need help and support, from resolving internal conflicts and participating in mediation to detecting dangerous materials and vehicles that do not meet traffic safety standards.
To ensure effective legal awareness campaigns, commune police often contact village elders, community leaders, and other influential figures to convey their messages. As a result, compliance with the law is no longer an external imposition, but has become an integral part of community life. People voluntarily remind each other, share information when visitors arrive, during incidents, or during sensitive periods such as the end of the year or the beginning of spring.
Mr. Phùn Sắc Quay (from Lục Hồn commune) said: The commune police also support the dissemination of information about economic development programs, environmental sanitation, building a civilized lifestyle, and promoting non-discrimination based on ethnicity and customs, fostering solidarity and mutual assistance to overcome difficulties and integrate with the general development trends of the locality. Therefore, security work is no longer the sole responsibility of one force, but has become a common concern of the entire society, of every family and individual.

The aforementioned positive changes demonstrate that the commune police force has made a significant contribution to ensuring social order in remote and rural areas. Accordingly, the number of law violations related to firecrackers, homemade weapons, and traffic violations has decreased significantly; people are more confident in communicating and exchanging information with the authorities, fostering a spirit of solidarity and mutual support within the community; and trust in the law and law enforcement agencies has been enhanced.
The close coordination between the commune police and local authorities has contributed to ensuring security and order in the most effective way. In addition, thanks to the efforts of the commune police, people in the highlands have increasingly grasped the provisions of the law, thereby complying better and not violating.
