The implementation of environmental criteria in the construction of new rural areas is always considered a difficult task, because it cannot be solved by investment budget alone but also depends a lot on the change of awareness, change of thinking, habits in living and production of the people. Therefore, in recent years, Quang Ninh has always paid great attention to this task through specific, focused, practical solutions, especially mobilizing the participation of the entire political system to do a good job of mass mobilization to gradually create changes in both awareness and action of the people.

The implementation of Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee on sustainable socio-economic development, ensuring solid national defense and security in communes, villages and hamlets in ethnic minority, mountainous, border and island areas for the period of 2021-2025, with a vision to 2030, also shows that environmental tasks are always focused on.
Specifically, the work of propaganda, mobilization, dissemination of knowledge, legal education on the environment, response to climate change... has been regularly paid attention to by departments, branches and localities, through communication activities, training sessions, and environmental knowledge improvement. Especially, both equipping legal knowledge and fighting to eliminate bad customs and habits that affect the environment and resources; criticizing acts of indiscriminate discharge into the environment, deforestation, and tree felling...
Localities in remote areas have also proactively developed appropriate waste collection, transportation and treatment plans, established temporary gathering points in residential areas, and applied small-scale on-site waste treatment models, suitable to terrain conditions and population characteristics. At the same time, environmental factors have been incorporated into the construction of model gardens and model villages; and competitions have been launched to build bright, green, clean and beautiful roads...

The Fatherland Front and socio-political organizations of the province have always been very responsible in the issue of rural environmental sanitation. Most notably, the activities of the Women's Union at all levels in the province have always identified environmental protection as a key task, associated with emulation movements, projects, and major campaigns of the Union. Many models such as: Using plastic baskets to go to the market, limiting plastic bags; sorting waste at source; turning waste into money; composting organic fertilizer; battery houses... have been widely deployed in women's associations in residential areas, and have been enthusiastically received in rural and mountainous areas.
Or the Farmers' Association at all levels has promoted propaganda, mobilization, guidance, and support for members and farmers to implement clean and safe production processes. At the same time, it has supported members in developing large timber forests, associated with promoting biodiversity conservation and water security, protecting and developing sustainable forests according to the province's policy. In addition, in 2024 and 2025, the Fatherland Front and socio-political organizations of the province have supported disadvantaged households to build 93 hygienic latrines...
By being creative, flexible and practical, rural environmental sanitation work has been concretized into many effective models, widely deployed, contributing to the formation of a civilized and clean lifestyle in the rural areas of Quang Ninh , gradually realizing the goal of sustainable development. However, the most important thing is not the number of models, but that people have raised awareness and action, increasingly promoting the role of the subject, proactive, accompanying the Party Committee and government in the goal of sustainable development.
On September 26, 2022, the Provincial Party Committee issued Resolution 10-NQ/TU "On strengthening the Party's leadership in resource management, environmental protection, disaster prevention and mitigation, climate change response, and ensuring water security in the 2022-2030 period". After 3 years of implementation, up to now, the whole province has completed 11/18 goals of Resolution 10-NQ/TU ahead of schedule, 7 goals continue to be implemented, expected to be completed in the 2025-2026 period. Of which, 98.3% of urban households and 87.2% of rural households have access to clean water according to standards; the rate of collection and treatment of wastewater in concentrated urban areas in localities has also met and exceeded the set targets; 100% of households have access to early warning information for natural disasters... |
