In Thai Nguyen, the Dai Thang Residential Area social housing project is the first social housing project to be completed and offered for sale to residents in the 2025 plan. The project has a scale of 395 apartments, including one 18-story apartment building with 361 units and 34 townhouses.
Immediately after its launch, the project quickly attracted significant public interest. However, along with the market's "heat," apartments were being advertised for sale on social media, especially on TikTok, with markups reaching hundreds of millions of VND.
As soon as irregularities appeared in the sale of social housing in Dai Thang residential area (Van Xuan ward), the Provincial People's Committee and relevant agencies quickly intervened, resolutely protecting social welfare policies and the rights of the people.
The People's Committee of Thai Nguyen province has issued Document 5943/UBND-CNN&XD, requesting departments, agencies, and investors to tighten the entire process of receiving, appraising, and approving applications for purchasing or renting social housing; publicly disclose the list of eligible buyers; and strengthen post-inspection and handling of violations.
At the same time, the province is determined to prevent from the outset the illegal speculation, brokerage, " diplomatic transfers ," and "guaranteed bookings" that are causing resentment in many localities.
In parallel with this directive, and in response to the Provincial People's Committee's request to verify information reflected in public opinion, the Department of Construction has conducted a comprehensive inspection of the legal documents, approval process, and transaction situation at the Dai Thang Residential Area Social Housing Project.

Accordingly, reports from the developer and the management agency indicate that the process of reviewing applications, identifying eligible buyers, signing contracts, etc., was carried out in accordance with regulations. All apartments sold were approved through a list verified and approved by the Department of Construction.
However, according to the Department of Construction's assessment, the risk of profiteering remains if post-inspection activities are not strictly controlled. Because even a single clandestine transaction can not only create legal risks for buyers but also set a bad precedent, undermining the humanitarian goals of social housing policy.
Mr. Bui Quang Hung, Deputy Director of the Department of Construction, affirmed: The Department of Construction has and will continue to coordinate with relevant agencies to conduct on-site inspections and verify information related to the Dai Thang residential area social housing project, and will strictly handle any illegal brokerage or transfer activities if detected.
Strict control over the social housing market in Thai Nguyen also aims to protect a transparent investment environment and maintain the trust of tens of thousands of workers living and working in the province. If price gouging and policy speculation are allowed to infiltrate, the consequences will not only be limited to illegal contracts but will also directly affect the reputation of the local government.
