Approve the election results and dismiss the Chairman of the Hanoi People's Committee.

Prime Minister Pham Minh Chinh signed decisions approving and dismissing the elected Chairman of the People's Committee of Hanoi City for the 2021-2026 term.

Specifically, in Decision No. 2669/QD-TTg dated December 9, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Hanoi City for the 2021-2026 term for Mr. Vu Dai Thang, Deputy Secretary of the Hanoi City Party Committee for the 2025-2030 term.

Mr. Vu Dai Thang, 50 years old, is from Hanoi. His qualifications include a Master's degree in International Relations (Waseda University, Japan), a Bachelor's degree in Foreign Trade Economics, and a Bachelor's degree in Law. He was an alternate member of the Central Committee of the Communist Party of Vietnam in the 12th term and a full member of the Central Committee in the 13th term. Before being transferred to Hanoi, Mr. Vu Dai Thang held many important positions such as: Director of the Economic Zones Management Department, Ministry of Planning and Investment; Vice Chairman of the People's Committee of the former Ha Nam province; Deputy Minister of Planning and Investment; Secretary of the former Quang Binh Provincial Party Committee; Secretary of the Quang Ninh Provincial Party Committee, etc.

On November 28, 2025, according to a decision of the Politburo, Mr. Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Quang Ninh Province, ceased his participation in the Provincial Party Committee and its Standing Committee, and relinquished his position as Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term; he was transferred and appointed to participate in the Hanoi City Party Committee and its Standing Committee, and to hold the position of Deputy Secretary of the Hanoi City Party Committee for the 2025-2030 term.

At its 28th session, the Hanoi City People's Council, 16th term, 2021-2026, elected Mr. Vu Dai Thang, Deputy Secretary of the Hanoi City Party Committee, 18th term, as Chairman of the Hanoi City People's Committee, 16th term, 2021-2026.

* Simultaneously, in Decision No. 2667/QD-TTg dated December 9, 2025, the Prime Minister approved the dismissal of Mr. Nguyen Duc Trung from the position of Chairman of the People's Committee of Hanoi City for the 2021-2026 term.
