On the afternoon of November 28, at the 28th Session, the Hanoi People's Council, term XVI, 2021-2026, elected Mr. Vu Dai Thang, member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, to hold the position of Chairman of the Hanoi People's Committee for the term 2021-2026; at the same time, carried out the procedure to dismiss Mr. Nguyen Duc Trung from the position of Chairman of the Hanoi People's Committee (for health reasons and personal wishes).
Speaking on receiving his new assignment, Mr. Vu Dai Thang expressed his emotion, pride and deep awareness that this is a special honor and at the same time an extremely great political responsibility before the Politburo, the Secretariat, the Party Committee and the people of the city.
Mr. Vu Dai Thang said that he was born and raised in Hai Phong city, but he always wanted to study and work in the capital Hanoi; at the same time, he thanked the trust of the Party Central Committee, the trust of the Hanoi Party Committee Standing Committee and the support of the city People's Council delegates, considering this a very deep encouragement, as well as a requirement for greater efforts and more responsibility for the development of the capital.
Clearly defining the responsibility of the person directly organizing the implementation and taking the highest responsibility for the effectiveness of management and operation of socio-economic development, ensuring security, and improving people's lives in the capital, Mr. Vu Dai Thang affirmed that he will, together with the City People's Committee, lead, direct, and operate socio-economic development and operate local government with the spirit of discipline, integrity, and efficiency, ensuring seriousness in all stages; improve efficiency and effectiveness of management, act decisively and consistently according to the motto "clear work, clear people, clear time, clear responsibility, clear results"; take people's satisfaction and trust as the final measure of operational efficiency.
During the performance of his duties, Mr. Vu Dai Thang hopes to continue to receive regular and close leadership and direction from the Politburo, the Secretariat, the Standing Committee of the City Party Committee and directly from the City Party Committee Secretary; along with the consensus and support of the People's Council, the Vietnam Fatherland Front Committee of the city, Hanoi leaders through the periods, departments, branches, localities, units, the joint efforts and unanimity of cadres, party members, armed forces, business community and people of the capital to best fulfill their duties and tasks together with the City People's Committee.
On the same afternoon, the Hanoi Party Committee held a conference to announce the Politburo's decision on personnel work. According to the Politburo's decision, Mr. Vu Dai Thang ceased to participate in the Party Executive Committee, the Provincial Party Standing Committee, and ceased to hold the position of Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term; was transferred and appointed to participate in the Party Executive Committee, the City Party Standing Committee, and hold the position of Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term.
Mr. Vu Dai Thang, born in 1975, qualifications: Master of International Relations (WASEDA University, Japan), Bachelor of Economics, Bachelor of Law; Senior in Political Theory.
Mr. Vu Dai Thang used to hold the position of Director of the Department of Economic Zones Management, Ministry of Planning and Investment; Vice Chairman of the People's Committee of the former Ha Nam province, term 2010-2015.
In 2016, he was elected as an alternate member of the 12th Party Central Committee. In March 2018, Mr. Vu Dai Thang was appointed by the Prime Minister as Deputy Minister of Planning and Investment.
In August 2020, Mr. Vu Dai Thang was mobilized and assigned by the Politburo to join the Executive Committee, the Standing Committee of the Provincial Party Committee, holding the position of Secretary of the former Quang Binh Provincial Party Committee, term 2015-2020.
In October 2024, he was assigned by the Politburo to hold the position of Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.
In November 2025, Mr. Vu Dai Thang was mobilized and appointed by the Politburo to join the Party Executive Committee, the Standing Committee of the City Party Committee, and hold the position of Deputy Secretary of the Hanoi City Party Committee for the 2025-2030 term./.
