Ho Chi Minh City plans to develop a TOD (Transit-Oriented Development) system for metro line 2.

The Ho Chi Minh City People's Committee has just issued a decision promulgating the Plan for implementing TOD (Transit-Oriented Development) areas along Metro Line 2 (Ben Thanh – Tham Luong), with 12 locations at Tham Luong stations and depot. This metro line is expected to start construction in early 2026 and be completed after 5 years.

This decision supersedes the relevant content in the TOD plan along metro line 2 as per the 2024 decision of the People's Committee of Ho Chi Minh City on the Plan for implementing TOD areas along metro line 1, metro line 2, and Ring Road 3 according to Resolution 98/2023/QH15 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.

In the new plan, the Ho Chi Minh City People's Committee has identified the organization of planning for concentrated TOD (Transit-Oriented Development) areas around the 12 stations of the Ben Thanh - Tham Luong metro line, from Ben Thanh central station to Tham Luong depot. The location, boundaries, and area of ​​the TOD planning zones will be determined based on the planning review report approved by the competent authority.

The boundaries of the TOD area, including the station, depot, and surrounding area, are defined to the boundaries of land parcels located within a 1,000m radius from the conventional center of the station or depot. If the TOD area boundary includes land parcels with a portion of their area within the 1,000m radius, the City People's Committee will decide whether to define the boundary for the entire land parcel or only a portion of it within the TOD area.

Priority areas for studying local adjustments to the TOD (Transit-Oriented Development) plan for pilot implementation include: Tham Luong Depot (related to the land fund of the Tham Luong depot area), Pham Van Bach station, Tan Binh station (related to the clean land fund in block I/82A, area 26 ha), Bay Hien station (related to the land fund of the Exhibition and Sports Center, area 5.1 ha), and Ben Thanh station; the remaining areas will be implemented afterward.

The City People's Committee aims to create momentum for economic development through the process of assessing the current situation and planning, adjusting planning, land acquisition, and resettlement; creating land funds to pilot projects for urban renovation, development, commerce, and services... in accordance with the Transport for Development (TOD) orientation.

The research focuses on planning solutions, investment in urban renovation and development, using metro connection points as focal points for residential areas, commercial services, and offices within walking distance of public transportation. This aims to improve land use efficiency, public facilities, and public health; reduce the use of private motorized vehicles, decrease emissions, and promote cultural values.

At a recent seminar, economist Nguyen Tri Hieu shared that, based on the experience of implementing the TOD model worldwide, we can develop a "Vietnamese version" of the TOD model. Instead of just building high-rises around metro stations, priority should be given to renovating sidewalks and installing pedestrian shelters within a 500m radius around the stations to encourage walking.

Ms. Nguyen Thi Da Thao, Head of the Urban Railway Management Department (Ho Chi Minh City Department of Construction), stated that the city aims to develop a metro network of approximately 355km by 2035, serving as the "backbone" for the TOD (Transit-Oriented Development) strategy. In the first five years, the city will focus on developing TOD at pilot locations around metro stations and major ring roads, creating integrated, multi-functional urban areas.

The city has tasked departments and agencies with reviewing and adjusting existing planning projects to integrate the TOD (Transit-Oriented Development) model, ensuring synergy between urban development and the public transportation system. The ultimate goal is to reshape urban development space, reduce traffic congestion, and improve the quality of life for residents.

Regarding the progress of the Metro Line 2 project (Ben Thanh - Tham Luong), Mr. Nguyen Quoc Hien, Deputy Head of the Ho Chi Minh City Urban Railway Management Board, said that the project is planned to officially start construction on January 15, 2026, followed by the construction and equipment installation phase from 2026 to 2030. This metro line is expected to be operational by the end of 2030.

According to Mr. Nguyen Quoc Hien, the National Assembly and the Government have issued many new mechanisms; including Resolution No. 188/2025/QH15, which allows for stronger delegation of authority to Ho Chi Minh City and the investor, helping to shorten the process and implement the project earlier. To date, the land clearance and relocation of technical infrastructure for metro line 2 have been basically completed.
