Bringing core knowledge about intellectual property and innovative entrepreneurship to students from preschool to high school is preparing the next generation of Vietnamese global citizens, meeting the stringent requirements of the knowledge economy and the digital age.

Resolution 57-NQ/TW dated December 22, 2024, on breakthroughs in national science and technology development, innovation, and digital transformation, emphasizes leveraging human intellectual resources. Resolution 71-NQ/TW dated August 22, 2025, on breakthroughs in education and training, clearly defines the goal of strongly reforming general education, enhancing digital literacy, creative thinking, and innovative skills for students. These resolutions not only create a policy framework but also open opportunities to integrate intellectual property education into the national education system, ensuring that the younger generation is fully equipped with knowledge while nurturing ideas so that young people understand how to protect their rights to creative ideas and are ready to face global challenges.

From educating the younger generation with the innovative AIM model.

Mr. Nguyen Hoang Giang, Deputy Director of the Intellectual Property Office (Ministry of Science and Technology), emphasized: In the context of the world entering the era of knowledge-based economy and digital technology, intellectual property is not only a legal tool to protect the creative achievements of individuals and organizations, but has also become a core driving force for the sustainable development of the nation. Countries with strong innovation activities such as South Korea, Israel, and Singapore have all paid early attention to intellectual property education for young people. Basic knowledge of intellectual property is included in the curriculum at all levels of general education in various rich and diverse forms so that the younger generation understands that every idea has value and needs to be respected and protected. Vietnam possesses a dynamic, creative, and highly capable young generation in innovation and scientific research with over 20 million young people (about 20% of the population). When young Vietnamese people are trained, encouraged to pursue their passions, and given the opportunity to unleash their full innovative potential, they will contribute to making Vietnam a regional innovation hub.

At a recent series of events promoting intellectual property education and innovation for young people in Vietnam and the ASEAN region, Ms. Altaye Tedla, Director of WIPO Academy, shared: The model of developing an innovation ecosystem linked to intellectual property education in India, especially the "Atal Tinkering Labs" model, has been effectively implemented in schools to stimulate innovative thinking in students, as well as the ability to establish innovation labs or IP labs in Vietnam and to guide areas of cooperation in training, entrepreneurship, and developing innovation capabilities for young people.

The Atal Innovation Mission (AIM) is an initiative of the Indian Government in 2016 to promote a culture of innovation and entrepreneurship nationwide. Initially, the model included Atal Tinkering Labs (ATL) for students and Atal Incubation Centres (AIC) for startups. By 2020, AIM expanded to include Atal Community Innovation Centres (ACIC) focusing on community innovation and Atal New India Challenges (ANIC) addressing societal challenges. Accordingly, in 2024, AIM signed a Joint Letter of Intent (JLoI) with the World Intellectual Property Organization (WIPO) to collaborate on developing an Indian innovation model encompassing: establishing innovation offices, tinkering/incubator labs; organizing hackathons/challenges; exchange and capacity building programs; and raising awareness of intellectual property for economic development. The AIM-WIPO model goes beyond just physical infrastructure, building a complete ecosystem: from startup incubators (Atal Incubation Centres), community innovation centers (ACIC), to national challenge-solving competitions (ANIC).

Mr. Trinh Thanh Trung, Director of Smartschool - the unit that designed the educational development model based on the WIPO curriculum framework - emphasized: With the collaboration of the Intellectual Property Office and WIPO Academy, Smartschool is pioneering a new direction for intellectual property education, closely following Resolution 57-NQ/TW dated December 22, 2024, on breakthroughs in science and technology development, innovation, and digital transformation, and Resolution 71-NQ/TW dated August 22, 2025, on breakthroughs in education and training development. Bringing core knowledge on intellectual property and innovative entrepreneurship to students from preschool to high school is preparing the next generation of Vietnamese global citizens, meeting the stringent requirements of the knowledge economy and the digital age. A highlight of the AIM-based program is the harmonious combination of scientific thinking, creative capacity, legal understanding, and entrepreneurial spirit.

...to promote the commercialization of intellectual property

Mr. Nguyen Hoang Giang, Deputy Director of the Intellectual Property Office, stated: In the context of the world and the region witnessing rapid changes in science and technology, opening up new models of innovation and new ways of learning and working, intellectual property has become an important strategic tool, not only for businesses but also as a measure of innovation capacity and knowledge quality. Recognizing the need to adapt to changes in the field of intellectual property and to proactively seize opportunities brought about by science, technology, and innovation, the culture of intellectual property encourages creative thinking, fosters entrepreneurial spirit, and promotes the commercialization of intellectual property assets.

Intellectual property culture is considered a solid foundation for the sustainable development of a nation. Therefore, educating and fostering awareness of intellectual property from an early age will form a nationwide intellectual property culture – where not only experts and entrepreneurs but all levels of society clearly understand the value of innovation, protect intellectual property rights, and use them as a tool to promote business and social development. Intellectual property culture is not an abstract concept, but a vibrant system of values ​​where all creative ideas are respected, protected, and legally exploited and commercialized, contributing to minimizing intellectual property infringements and building a healthy competitive environment.

Ms. Altaye Tedla, Director of the WIPO Academy, added: Vietnam's implementation of Resolution 57-NQ/TW dated December 22, 2024, on breakthroughs in science and technology development, innovation, and digital transformation, and Resolution 71-NQ/TW dated August 22, 2025, on breakthroughs in education and training development, demonstrates a clear political determination for Vietnam to fully build an innovation ecosystem linked to intellectual property education. The young generation of Vietnam, full of innovative energy, will create a generation of young entrepreneurs and scientists ready to lead the country's deep integration into the regional and global intellectual property and innovation system in the digital economy era.

The Director General of the World Intellectual Property Organization (WIPO), Daren Tang, also emphasized that the role of intellectual property has changed, no longer limited to protection but linked to commercialization to create momentum for economic development. Therefore, the Intellectual Property Office needs to undertake a dual task: both protecting and providing businesses with the necessary "weapons" to compete, and that "weapon" is the commercialization of intellectual property assets. To strongly promote the commercialization of intellectual property assets in Vietnam, WIPO is ready to accompany and support Vietnam in new areas such as the commercialization and financialization of intellectual property assets, enhancing the capacity for enforcing rights; and promoting an increase in the rate of inventions by Vietnamese people.

Vietnam is undergoing a transition from relying on physical resources to leveraging intangible assets, with intellectual property playing a key role. WIPO aims to collaborate in promoting the valuation and commercialization of intellectual property, encouraging Vietnamese businesses to register intellectual property rights abroad, gradually enhancing the export capacity of intellectual property – an area where Vietnam has significant potential – while also supporting public-private partnerships to improve the commercialization of intellectual property. Furthermore, WIPO encourages Vietnam to select successful entrepreneurs and businesses that have effectively utilized intellectual property to serve as "image ambassadors" to spread the spirit of innovation throughout society.
