
Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, attended and chaired the Conference. Also attending were Comrade Bui Thi Minh Hoai, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairwoman of the Central Committee of the Vietnam Fatherland Front; Central Committee members: Tran Duc Thang, Minister of Agriculture and Environment; Dao Ngoc Dung, Minister of Ethnic Minorities and Religion; Luong Quoc Doan, Chairman of the Vietnam Farmers' Association ; leaders of several central ministries, departments, and agencies; and leaders of 34 provinces and cities nationwide. The Conference was held in both in-person and online formats.

Attending the online conference at the Ninh Binh provincial branch were Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; leaders of the Vietnam Fatherland Front Committee of the province and a number of provincial departments and agencies.
In his opening remarks at the conference, Prime Minister Pham Minh Chinh expressed his delight at the large participation of farmers, the "soldiers" on the agricultural front of the country. The Prime Minister suggested that the business community and farmers should focus on developing the private sector in agriculture, making Vietnam a country with a strong agricultural brand, ensuring food security for Vietnam's partner countries, and contributing to Vietnam's rise to a high-middle-income country. The Prime Minister hoped that the Vietnamese farming community and businesses would continue to unite to create strength, enhance exchanges and sharing to increase cooperation opportunities and create benefits, contributing to the development of the agricultural sector in particular and Vietnam in general…
At the dialogue conference, questions from representatives of scientists, businesses, and farmers focused primarily on issues such as: solutions and actions for farmers to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation in agriculture and rural areas; mechanisms and policies for applying scientific and technological advancements and modern technologies to agricultural production, forming sustainable agricultural production chains, especially technologies related to plant and animal breeding, traceability, processing, and building agricultural product brands; the role of farmers in international integration and solutions to support farmers in promoting the application of science and technology, innovation, and digital transformation in high-quality agricultural production, ensuring export standards and expanding global markets; and mechanisms and solutions to support institutional reform and simplify administrative procedures in agriculture and rural areas. Solutions to unlock resources related to natural resources, environment, land, labor, etc. Solutions to promote and support the development of the private economy in agriculture and rural areas for farming households, individual businesses in rural areas, agricultural cooperatives, and service cooperatives. Issues of disaster prevention and control, floods, and fundamental solutions to minimize damage and proactively prevent extreme weather events in the context of increasingly severe climate change…
Acting on behalf of the Prime Minister, Minister of Agriculture and Environment Tran Duc Thang responded: "When proposing scientific research, approval must first identify the unit that will receive and utilize the research results; At the same time, when organizations and individuals submit proposals for tasks or technologies, they must stem from practical requirements: what needs to be researched, and who will receive it?" Participating in the dialogue session, Ms. Vuong Thi Thuong from Lang Son province proposed mechanisms and policies to support farmers and cooperatives in participating in training and workshops on online sales skills; and policies to prioritize investment in and upgrading of internet infrastructure in remote areas.
Prime Minister Pham Minh Chinh requested the Ministry of Science and Technology to ensure the availability of signal and electricity, including 5G coverage, and to direct electricity and telecommunications corporations to provide sufficient signal and electricity to farmers in remote, border, and island areas, as well as disadvantaged regions. He also urged the promotion of digital government, digital society, and digital citizens. Responding to a question from Pham Duc Trong, Chairman of the Farmers' Association of Thu Lam Commune, Hanoi, regarding the development of programs to support farmers with capital and tax incentives, Prime Minister Pham Minh Chinh stated that tax, fee, and levy policies for agriculture, farmers, and rural areas are perhaps the top priority. "Why is agriculture so strong but only contributes 4% to growth this year? That's because taxes, fees, charges, water surface rentals... are almost entirely exempt. Besides that, farmers must mature, grow, and compete healthily; we also need to require farmers, cooperatives, and related entities to study how to harmonize with the overall situation. Agricultural production has been encouraged and allowed to develop, but at some point, it must participate in contributing to overall development," the Prime Minister emphasized.
Clarifying further proposals to support basic training and skills development for the people, especially ethnic minorities, in digital transformation, Minister of Ethnic Minorities and Religion Dao Ngoc Dung affirmed that more attention must be paid to this. "In the coming time, the State will encourage businesses to cooperate in training. Secondly, the State will focus on training and developing skills in professions and fields where businesses do not participate or where the State requires higher standards, such as information technology. We hope that among the 118 policies for mountainous and ethnic minority areas, those policies for vocational training will be more fundamental," according to Mr. Dao Ngoc Dung.
Regarding rice import and export policies, Prime Minister Pham Minh Chinh instructed the Ministry of Finance and the Ministry of Agriculture and Environment to proactively purchase rice from farmers when prices fall, both for national reserves and to proactively expand new export markets, ensuring farmers are not left in a passive position. The Prime Minister also emphasized the high determination, great effort, and decisive action needed to lift the EC's "yellow card" on Vietnam's fisheries by 2025, ending illegal, unreported, and unregulated (IUU) fishing, and developing the fisheries sector sustainably. "We must cooperate to fish honestly and fairly. This is the honor of the country, the prestige of the nation, and the livelihoods of the people; it must be stable and secure. We must operate legally and honestly. A significant change in mindset is necessary," Prime Minister Pham Minh Chinh stressed.
According to the Prime Minister, the dialogue is highly significant: reviewing the results and impacts of previous dialogues; assessing the progress made in agriculture, farmers, and rural areas over the past five years compared to the previous five years, as well as comparing 2025 with 2024; continuing to build on what has been done well, addressing obstacles, and rectifying shortcomings. The Prime Minister highly appreciated the dialogue's theme of science and technology, innovation, and digital transformation, and requested delegates to focus further on the development of the private sector in agriculture, farmers, and rural areas in accordance with Resolution 68 of the Politburo on the private sector; and addressing the aftermath of recent natural disasters.
