On the morning of December 10th, the Party Committee of the Government held a conference to study, learn, understand, disseminate, and implement the Resolution of the First Congress of the Party Committee of the Government.

At the Party Committee of the Ministry of Agriculture and Environment's meeting point, connecting with the Government's meeting point, Comrade Nguyen Hoang Hiep, Standing Deputy Secretary of the Party Committee and Deputy Minister of Agriculture and Environment, attended and chaired the meeting, along with more than 8,000 Party members and 436 non-Party members participating at 338 online meeting points. Party members from 82 Party branches and committees studied at nearly 300 meeting points.

At the Conference, delegates listened to Deputy Prime Minister Nguyen Hoa Binh's presentation on the research and implementation of the Resolution of the First Congress of the Government Party Committee, term 2025-2030, and Deputy Prime Minister Nguyen Chi Dung's presentation on the Action Program of the Government Party Committee to implement the Resolution of the First Congress of the Government Party Committee, term 2025-2030.

Affirming the vision, mission and determination for comprehensive innovation of the entire Party Committee

The First Congress of the Party Committee of the Government, for the term 2025-2030, was held over two days, from October 12-13, 2025, in Hanoi, with the participation of 452 delegates. At the solemn opening session, the Congress was honored to welcome Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, who attended and delivered a guiding speech.

In his address on the research and implementation of the Resolution of the First Congress of the Party Committee of the Government, term 2025-2030, Deputy Prime Minister Nguyen Hoa Binh emphasized: The First Congress of the Party Committee of the Government, term 2025-2030, is a particularly important political milestone, affirming the vision, mission, and determination of the entire Party Committee to comprehensively innovate and contribute to leading the country steadily into a new era. The Congress not only summarizes a term but also opens up a journey to realize the aspiration for national development, enabling Vietnam to advance rapidly and steadily on the path of industrialization, modernization, and deep integration.

At the Congress, 100% of delegates voted to approve the Resolution, demonstrating a high degree of unity in will, action, solidarity, democracy, and innovation. The full text of the Congress Resolution and the keynote address by General Secretary To Lam have been sent to the delegates.

Enhance the leadership capacity and fighting strength of the Government Party Committee and its affiliated party organizations.

At the Conference, Deputy Prime Minister Nguyen Hoa Binh emphasized the core contents, key tasks, and breakthrough solutions of the Congress Resolution, as well as the core contents of General Secretary To Lam's guiding speech.

Accordingly, regarding the Resolution of the Party Congress, Deputy Prime Minister Nguyen Hoa Binh emphasized that the Congress affirmed that, over the past five years, in the context of a rapidly changing, complex, and unpredictable global and regional situation, with many unexpected and unprecedented factors impacting the socio-economic situation of our country in many ways; under the leadership of the Central Party Committee and the decisive involvement of the entire political system, the Party Committee of the Government has focused on leading Party committees, Party organizations, and cadres and Party members at all levels to unite, be cohesive, proactive, creative, highly determined, make great efforts, and act decisively to effectively implement the Resolution of the 13th Party Congress, the documents of the Central Committee, and the regular and unexpected tasks that have arisen.   and achieved significant and comprehensive results, with many outstanding achievements in Party building, political system building, socio-economic development, national defense, security, and foreign affairs.

The Congress set the direction for the 2025-2030 term as follows: To enhance the leadership capacity and fighting strength of the Party Committee of the Government and its subordinate Party organizations; to create a significant transformation in Party building work in terms of politics, ideology, ethics, organization, and personnel. To focus on leading and directing the building of an honest, proactive, and development-oriented government, determined to make breakthroughs and successfully achieve the goal of developing a strong, prosperous, civilized, and happy country. To realize the leadership and guidance viewpoints of the Central Committee, the Politburo, and the Secretariat; to be self-reliant, confident, and to advance strongly in the new era.

The overall objectives set by the Congress are: Maintaining a peaceful and stable environment; achieving dynamic, rapid, and sustainable economic development; striving to become a developing country with modern industry, high middle income, and a GDP among the top 30 economies in the world by 2030, and ranking third in ASEAN. High economic growth is expected during the 2026-2030 period; ensuring major balances are maintained. A modern, competitive, effective, and efficient governance system; a synchronized and modern basic infrastructure network; comprehensive human resource development; and a leading level of science, technology, and innovation among high-middle-income countries. Improving the living standards of the people.

Strengthening the building and rectification of a clean and strong Party and political system; promoting the study and emulation of Ho Chi Minh's thought, morality, and style; combating and preventing the decline in political ideology, morality, and lifestyle, as well as "self-evolution" and "self-transformation" within the Party; protecting the Party's ideological foundation and actively refuting erroneous and hostile viewpoints; upholding the exemplary responsibility of cadres and Party members, especially leaders, in building a clean and strong Party Committee within the Government.

Based on the orientation and objectives, the Congress has identified specific targets for the 2025-2030 term as follows: Average GDP growth of 10% per year; GDP per capita reaching US$8,500; digital economy accounting for 30% of GDP; renewable energy reaching 30% of the electricity structure; trained and qualified workforce reaching 35-40%; poverty rate reduction of 1-1.5% per year, aiming to eradicate multidimensional poverty by 2030;…

According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the Congress identified six groups of key tasks and solutions.

Specifically, this involves building and strengthening a clean and robust Party and political system; reforming leadership methods and improving governance capacity; building a team of cadres who are "talented, visionary, and dedicated," who dare to think, dare to act, and dare to take responsibility; and intensifying the fight against corruption and negative practices.

Building and perfecting synchronous and modern institutions, considering institutions as a strategic breakthrough, creating momentum and national competitive advantages.

Continue to improve and promote the development of a modern, deeply integrated socialist-oriented market economy; enhance the leading role of the state economy and strongly encourage the development of the private economy.

Breakthroughs in science, technology, innovation, and digital transformation create the foundation for the development of new, modern productive forces; these advancements are closely and synchronously linked to the development of strategies, plans, and programs.

Developing human resources and culture, improving the quality of education and training, and building a sustainable and civilized social foundation.

Continue to build a revolutionary, regular, elite, and modern people's army and people's police force, firmly protecting the independence, sovereignty, unity, and territorial integrity of the country, including its seas and islands. Expand foreign relations and maintain a peaceful and stable environment for national development.

At the same time, the Congress identified three strategic breakthroughs: a strong breakthrough in development institutions; promoting decentralization and delegation of power; and fostering breakthroughs in science and technology, innovation, and digital transformation; promoting the development of the private economy; and building a new startup ecosystem.

Developing high-quality human resources, attracting and utilizing talent; reforming personnel management, building a leadership team with good qualities, capabilities, and innovative thinking.

To comprehensively improve and make strong breakthroughs in socio-economic infrastructure, especially transportation and technology infrastructure, serving sustainable, green development and adaptation to climate change.

Promoting glorious tradition, excellently completing all assigned tasks

Regarding the keynote address by General Secretary To Lam, Deputy Prime Minister Nguyen Hoa Binh stated that the General Secretary acknowledged the thorough and meticulous preparation for the Congress, ensuring quality and progress in accordance with Directive 45 of the Politburo. The draft documents closely adhered to the major viewpoints and orientations outlined in the draft documents of the 14th Party Congress, as well as the resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat, in line with the practical situation of the Party Committee of the Government.

The General Secretary also highly appreciated the open-minded and frank spirit of "looking straight at the truth, assessing the truth correctly, and speaking the truth clearly" regarding the shortcomings and limitations mentioned in the report of the Party Committee of the Government. He also requested that the Congress frankly discuss and clearly analyze the causes of these shortcomings and limitations, especially the subjective causes, in order to find fundamental and strategic solutions to overcome them and improve the effectiveness of the Party Committee of the Government and the Government in the next term.

In his speech, the General Secretary outlined three key requirements for all Party members and Party organizations within the Government Party Committee, and also specified five groups of tasks and solutions that need to be focused on in the coming period to enhance the leadership capacity and fighting strength of the Party Committee, promote rapid and sustainable socio-economic development, ensure national defense and security, and translate the resolution into concrete and practical actions.

Specifically, the three key requirements are: Unifying understanding, clearly defining goals to lead the country steadily into an era of prosperous, thriving, civilized, and happy development.

Greater effort, stronger aspirations; enhancing forecasting, leadership, guidance, and innovation in state management with the ultimate goal of improving the material and spiritual well-being and happiness of the people.

Building a team of officials and civil servants who are "talented, visionary, and dedicated"; shifting from an administrative mindset to a service-oriented mindset; and establishing mechanisms and policies to motivate and protect officials who dare to innovate for the common good.

The General Secretary directed 5 groups of key tasks and solutions .

Accordingly, first, the Government Party Committee must be an exemplary model of political mettle, intelligence, innovation and public service ethics; and be the center of solidarity, unity of will and action in the entire state administrative apparatus.

Specifically, it is necessary to continue building truly clean and strong Party organizations and Party committees at all levels; resolutely preventing and combating corruption, waste, and negative phenomena with the motto "no dark areas, gray areas," "no gaps, no ambiguities," and "no forbidden areas, no exceptions."

Building a team of capable cadres and Party members, especially leaders, who are up to the task. Building a government that is "development-oriented, honest, decisive in action, and serves the people." Continuing to improve the internal organizational model of agencies; reviewing and supplementing regulations to ensure smooth and effective operation, overcoming delays and obstacles in decentralization and delegation of power.

Secondly, focus on economic development, maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Specifically, the goal for the 2026-2030 period is to achieve double-digit growth. This involves managing monetary and fiscal policies flexibly and effectively; removing bottlenecks and difficulties for production and business; unlocking traditional growth drivers and creating breakthroughs in new drivers (digital economy, green economy, circular economy).

Focus on effectively addressing outstanding projects and weak banks, ensuring the soundness and sustainability of the economic and financial system. Establish a new growth model, ensuring rapid but sustainable development, with science, technology, innovation, and digital transformation as the main driving forces. Strongly develop the domestic market, expand and diversify international markets…

Tuesday,   Focus on implementing three strategic breakthroughs (institutions, infrastructure, and human resources). Specifically: Institutions must become a competitive advantage, unleashing the full potential of productivity and unlocking all resources for development. Prioritize investment in completing strategic infrastructure (transportation, seaports, high-speed rail, urban rail), effectively exploiting outer space, maritime space, and underground space; developing energy infrastructure; and investing in the construction of key national cultural, sports, educational, and medical facilities of regional and international significance.

Consistently and decisively implement the view that education and training are "a top national priority"; build a modern national education system on par with the region and the world; focus on developing and utilizing talent, training high-quality human resources; promote the application of science, technology, innovation and digital transformation in all socio-economic fields.

Wednesday,   Developing culture in harmony with the economy and society; caring for the people's lives and ensuring that no one is left behind; building a civilized, united, and progressive society. Achieving social progress and equity; improving the quality of healthcare and social security; focusing on ethnic and religious affairs, gender equality, and holistic human development. Managing and utilizing resources effectively, protecting the environment, and proactively adapting to and responding to climate change.

Fifth, ensuring national defense and security, enhancing the effectiveness of foreign relations and international integration. Specifically, strengthening national defense and security capabilities; firmly protecting independence, sovereignty, unity, and territorial integrity; ensuring political security and social order. Implementing foreign relations and international integration activities in a comprehensive and effective manner, consolidating and enhancing Vietnam's international prestige and position. Deputy Prime Minister Nguyen Hoa Binh stated that the General Secretary affirmed and expressed confidence: "The Party Committee of the Government, with its firm political resolve, spirit of unity, high determination, and with its wisdom and aspiration to excel, will uphold its glorious traditions, successfully complete all assigned tasks, and contribute together with the entire Party, people, and army to the successful implementation of the Resolution of the 14th National Congress of the Party, leading our country into a new era of development: peace, independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism."

Deputy Prime Minister Nguyen Hoa Binh emphasized: The Party Committee of the Government requests all cadres and Party members throughout the Party organization to continuously strive, unite, work together, proactively innovate, and fulfill the political tasks and Party building work of the Government Party organization. Each cadre and Party member needs to uphold a high sense of responsibility and exemplary conduct in awareness and action; proactively research and creatively apply the goals, tasks, and solutions of the Resolution to advisory, leadership, direction, and public service implementation.

Party committees, party organizations, agencies and units must develop specific action programs and plans, clearly assign people, tasks and deadlines; regularly inspect, urge and promptly commend outstanding collectives and individuals, and at the same time seriously criticize and handle places that do things perfunctorily and perfunctorily; take drastic actions so that the Resolution can soon come into life, contributing to the successful implementation of the political tasks of the Government and the Party Committee in the new term.
