On the morning of December 10th, at the conference to disseminate and implement the Resolution of the First Congress of the Party Committee of the Government, term 2025-2030, organized by the Government Party Committee, Standing Committee member of the Party Committee and Deputy Prime Minister Nguyen Chi Dung disseminated the Action Program of the Government Party Committee to implement the Congress Resolution.
Effectively utilize new development space.
According to the Deputy Prime Minister, the objectives of the Congress Resolution are concretized by 27 key indicators for socio -economic development in the 2026-2030 period, including: 10 economic indicators, 9 social indicators, and 8 indicators on environmental protection and adaptation to climate change.
Regarding economic development, the Congress Resolution sets a target of striving for an annual GDP growth rate of 10% or higher; currently, one locality is striving for an annual GRDP growth rate of 14-14.5%; five localities have registered to strive for 11-12%; 22 localities have registered to strive for 10-11%; and six localities are striving for 8-10%. The contribution of total factor productivity (TFP) to growth is targeted at 55% or higher.
Regarding social development, the goal is to achieve a Human Development Index (HDI) of 0.78. Average life expectancy at birth is 75.5 years, with a healthy life expectancy of 68 years. The poverty rate (according to the multidimensional poverty standard) will be reduced by 1-1.5% per year.
Regarding environmental protection and adaptation to climate change, the targets are: 80% of rural households having access to clean water meeting standards; a reduction in greenhouse gas emissions of 8-9%; and a forest cover rate of 42%.
Strengthening the building and rectification of a clean and strong Party.
To achieve the objectives of the Resolution, the Action Program has set out three main groups of tasks, including 14 groups of solutions and 208 specific tasks. The first group of tasks is on continuing to strengthen Party building and rectification; building an honest government that serves the people, comprising four groups of solutions and 41 specific tasks. Among these, strengthening the building and rectification of a clean and strong Party in terms of politics , ideology, and ethics is a key task, crucial to the successful implementation of the Resolution of the First Congress of the Party Committee of the Government, term 2025-2030.
The entire Party Committee must steadfastly uphold Marxism-Leninism and Ho Chi Minh Thought, maintaining the goal of national independence linked with socialism; building a truly exemplary Party Committee within the Government in terms of political acumen, intellect, innovation, and public service ethics; serving as a center of unity and consensus in will and action. Simultaneously, it must enhance political acumen, organizational style, and culture in implementation, promote the application of science and technology, and digital transformation. It must innovate propaganda work towards timeliness, modernity, and effectiveness; leverage the role of media and press agencies, the team of speakers, strengthen the education of revolutionary ideals, ethics, and cultural lifestyles, and awaken the spirit of "self-reliance, self-confidence, self-sufficiency, self-strength, and national pride" among cadres, Party members, and the younger generation.
Continue to effectively implement the Resolutions of the 4th Central Committee of the 11th and 12th Party Congresses and the Conclusion of the 4th Central Committee Conference of the 13th Party Congress, in conjunction with studying and following the ideology, ethics, and style of Ho Chi Minh. Proactively protect the Party's ideological foundation; skillfully combine "construction and combating," with "construction as the focus," and remain steadfast and flexible in refuting erroneous and hostile viewpoints according to the motto: Proactive - Timely - Flexible - Creative - Effective.
Building the Party on ethical foundations must be given special importance, and the responsibility of setting a good example for cadres, especially those in leadership positions, must be emphasized. A culture of honest and professional public service must be built, overcoming the tendency to evade responsibility, pass the buck, and be afraid to act. The mechanism of self-criticism and criticism must be genuinely promoted, linked to the fight against degradation, individualism, and negative manifestations within the ranks of cadres and Party members.
During the 2025-2030 period, focus will be placed on Party building in terms of organization and personnel to enhance the leadership capacity and fighting strength of the Party Committee of the Government and Party committees at all levels, with an emphasis on developing new Party members. Regulations on the decentralization of personnel management and the planning, appointment, and dismissal of cadres will be issued in accordance with Central Committee regulations. The development of job positions, personnel management, and organizational restructuring will be perfected, effectively implementing a streamlined, efficient, and effective two-tiered local government model. A team of talented and dedicated cadres and Party members with strong political acumen, who dare to think, dare to act, and dare to take responsibility, will be built, implementing a mechanism of "entry and exit, promotion and demotion," and promptly replacing those who do not meet the requirements. The focus will shift from an administrative mindset to a service-oriented mindset...
The second group of tasks focuses on leading, directing, and successfully implementing socio-economic development tasks, comprising 8 groups of solutions and 131 specific tasks. This includes focusing on rapidly improving development institutions, unleashing productive forces, mobilizing all resources, and creating new impetus for development. It also involves establishing a new growth model, restructuring the economy, promoting industrialization and modernization, with science, technology, innovation, and digital transformation as the main driving forces. Furthermore, it emphasizes breakthroughs in national science, technology, innovation, and digital transformation. Finally, it focuses on building a modern national education system on par with the region and the world, concentrating on developing high-quality human resources.
Alongside this, we will develop a synchronous and modern infrastructure, effectively exploit new development spaces, use urban areas as the driving force for regional development, and accelerate the construction of new rural areas. We will develop culture and society, achieve social progress and equity; focus on improving the material and spiritual lives and health of the people. We will manage and utilize resources effectively, strengthen environmental protection, proactively adapt to climate change, and prevent, mitigate, and reduce natural disasters.
The third group of tasks focuses on strengthening leadership in national defense, security, and foreign affairs, comprising two groups of solutions and 36 specific tasks, primarily consolidating and strengthening national defense and security; building a revolutionary, regular, elite, and modern People's Army and People's Public Security Force; and firmly protecting the Fatherland. It also emphasizes the comprehensive and effective implementation of foreign affairs and deep international integration.
Implement seriously, synchronously, and effectively.
To put the Resolution of the Party Congress into practice, Standing Committee member of the Party Committee and Deputy Prime Minister Nguyen Chi Dung stated that the most important requirement is to organize its implementation seriously, synchronously, and effectively. The focus is on strengthening leadership and guidance responsibilities throughout the entire system. Party committees at all levels within the Government Party Committee must directly lead and guide the implementation of tasks according to the Action Program; ensuring progress, quality, and effectiveness; and striving to successfully achieve the goals set out in the Resolution of the Party Congress for the 2025-2030 term.
Party committees of ministries, government agencies, and local Party committees need to focus on reviewing and updating solutions to promote growth. They should mobilize, allocate, and utilize resources appropriately to practical conditions. They should organize the timely, flexible, and effective implementation of goals and targets for their respective sectors and localities. They must strictly adhere to the system of monitoring, inspection, supervision, and evaluation of results annually and on an ad hoc basis, and submit reports as required. In addition, they should strengthen propaganda and dissemination efforts throughout the entire Party system.
The Propaganda and Mass Mobilization Department of the Government Party Committee is responsible for leading the development of a propaganda plan and guiding subordinate Party committees; organizing thorough dissemination to help cadres and Party members unify their understanding and high determination in implementing the Resolution. It must ensure smooth information flow, create consensus, and spread the spirit of innovation throughout the entire system. The Office of the Government Party Committee is responsible for coordinating between units and closely monitoring the progress of implementation.
Conduct regular inspections and evaluations of results, and report to the Standing Committee and the Executive Committee. Proactively provide early warnings of difficulties and obstacles; immediately propose solutions to overcome them, avoiding delays and resource shortages.
The Deputy Prime Minister also emphasized the need to continue refining the program and tasks according to practical requirements. The Executive Committee and the Standing Committee of the Government Party Committee will base their actions on the implementation situation to promptly adjust and supplement tasks in the Action Program, meeting the new requirements of Party building and the practical development of the country in the period of strong reform.
The action program demonstrated the high determination of the Party Committee of the Government in putting the Resolution of the First Party Congress, term 2025-2030, into practice. Emphasizing this, the Deputy Prime Minister requested that, based on a correct and complete understanding of the contents disseminated, Party committees, Party organizations, agencies, units, cadres, and Party members within the Party Committee of the Government promote a spirit of responsibility, innovation, tighten discipline and order, and strictly implement the assigned tasks.
"With the utmost determination, we will achieve the goals of the Resolution, contributing to building an increasingly clean and strong Party Committee within the Government, meeting the requirements and tasks of the new development stage of the country," the Deputy Prime Minister confidently stated.
