Speaking at the Conference, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that this is a Conference of special importance to unify awareness, will and action in the entire Party Committee, helping Party Committees at all levels, each cadre and Party member to clearly grasp and deeply understand the contents of the Resolution of the 1st Government Party Congress and the direction of General Secretary To Lam as well as the Action Program of the Party Committee to implement the Resolution of the Congress.

The conference disseminated three major contents including: Resolution of the 1st Government Party Congress, term 2025 - 2030; speech of General Secretary To Lam to the Government Party Committee; Action Program of the Government Party Committee to implement the Resolution of the 1st Government Party Congress, term 2025 - 2030.

According to the Standing Deputy Secretary of the Government Party Committee, the new point of this Congress is that the main documents must be accompanied by an action program. The action program clearly states the content, tasks to be done, responsibilities, implementation time and completion time.

After the Conference, the Standing Deputy Secretary of the Government Party Committee requested that Party Committees continue to organize the study and dissemination of the Resolution to each Party member, concretize the resolutions of the Congress, the speech of the General Secretary, the Action Program of the Congress into plans, and add them to the Action Program of their Party Committees. At the same time, organize the implementation of the Action Program to implement the Resolution of their Party Committees and the Government Party Committees;

"The spirit is to urgently organize the implementation of the Resolution of the Congress, turning that Resolution into practical life. This depends on the capacity of the Party Committees to organize and implement the programs," emphasized Deputy Secretary of the Government Party Committee Nguyen Hoa Binh.

Another very important content noted by the Standing Deputy Secretary of the Government Party Committee is to carry out the core task of the Government, which is to ensure rapid and sustainable socio-economic development, and to strengthen and maintain national defense, security, and foreign affairs. Review and perfect legal documents and institutions, turning the policies stated in the resolution into institutions and laws. Continue to advise the Party in building and organizing the implementation of the Resolution of the 14th National Congress.

Maintain a peaceful and stable environment; develop the economy dynamically, rapidly and sustainably

Thoroughly grasping Topic 1 on "Researching, thoroughly grasping, and implementing the Resolution of the 1st Government Party Congress, term 2025 - 2030", Standing Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Congress determined the theme of the term as "Building a clean and strong Government Party; united, exemplary, leading in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, rich, prosperous, civilized, and happy", with the motto of action: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people".

Regarding Party building work, the Congress assessed that in the 2020-2025 term, the Party Committee resolutely and effectively implemented many historic decisions of the Party and State: implementing the organization and apparatus of ministries, agencies, enterprises and local governments at two levels in conjunction with perfecting, arranging, transferring and receiving Party organizations, Party members and personnel work. Party building work in terms of politics, ideology and ethics was promoted and had many innovations; the work of protecting the Party's ideological foundation and mass mobilization work. The inspection and supervision work of Party committees and organizations at all levels was promoted and had many changes, strictly maintaining Party discipline and order.

Regarding leadership in implementing socio-economic development tasks, in the last term, the macro economy was basically stable, inflation was controlled, and major balances of the economy were ensured. The implementation of three strategic breakthroughs including institutions, infrastructure, and human resources achieved positive results, especially strategic infrastructure breakthrough development. The infrastructure system developed strongly, by 2025, 3,200 km of highways and 1,700 km of coastal roads were completed. Human resource development achieved positive results, the rate of trained workers increased.

National defense, security, order, and social safety are guaranteed; a peaceful and stable environment is maintained for national development. Foreign affairs and international integration have achieved many important successes, and Vietnam's position and prestige have been enhanced.

Pointing out the shortcomings and limitations in the past term, the Standing Deputy Secretary of the Government Party Committee pointed out that some Party committees and authorities violated the Party's working regulations and principles; self-criticism and criticism were not regular; some cadres and Party members violated discipline and even violated the law. The leadership capacity and fighting strength of some Party organizations did not meet the requirements. Some socio-economic development targets did not reach the set targets. The growth rate did not meet expectations.

The Standing Deputy Secretary of the Government Party Committee presented 5 lessons learned from the past term, thoroughly grasped the directions, goals, targets, key tasks and breakthroughs in the 2025-2030 term. In particular, the general goal is to maintain a peaceful and stable environment; develop the economy dynamically, rapidly and sustainably; strive to become a developing country with modern industry, high average income, with a GDP scale among the 30 economies in the world, rising to 3rd in ASEAN. Economic growth in the 2026-2030 period will reach a high speed; ensure major balances. Modern, competitive, effective and efficient management institutions; synchronous and modern basic infrastructure network; comprehensively developed human resources; science, technology and innovation level among the leading countries with high average income. Improve people's lives. Strengthening the building and rectification of a clean and strong Party and political system; promoting the exemplary responsibility of cadres and Party members, especially leaders, to build a clean and strong Government Party organization.

Some key targets by 2030: Average GDP growth of 10%/year; GDP per capita reaches 8,500 USD; digital economy accounts for 30% of GDP; TFP contributes over 55%, labor productivity increases 8.5%/year; urbanization rate >50%; renewable energy reaches 30% of electricity structure. HDI reaches 0.75, average life expectancy 75.5 years, healthy life expectancy ≥68 years; trained workers with degrees account for 35-40%; poverty rate decreases 1-1.5%/year, aiming to eliminate multidimensional poverty by 2030.

Along with that are 6 groups of key tasks and solutions on building and rectifying the Party and a clean and strong political system; building and perfecting a synchronous and modern institution; continuing to perfect and promote the development of a modern socialist-oriented market economy; making breakthroughs in science, technology, innovation and digital transformation; developing human resources and culture; continuing to build a revolutionary, disciplined, elite and modern People's Army and People's Public Security force, firmly protecting the independence, sovereignty, unity and territorial integrity, seas and islands of the country, and expanding foreign relations.

The Party and Government must be exemplary models.

Implementing the direction speech of General Secretary To Lam at the Congress, Permanent Deputy Secretary of the Government Party Committee Nguyen Hoa Binh mentioned 3 key requirements: First, unify awareness, clearly define the goal of bringing the country firmly into the era of development of wealth, prosperity, civilization and happiness.

Second, greater efforts and stronger aspirations; improving the capacity for forecasting, leadership, direction, and innovation in state management with the ultimate goal of improving the material and spiritual life and happiness of the people.

Third, build a team of "talented, visionary, and dedicated" cadres and civil servants; shift from an administrative mindset to a service mindset; have mechanisms and policies to motivate and protect cadres who dare to innovate for the common good.

The General Secretary set out five key tasks and solutions. First, the Government Party Committee must be an exemplary model of political mettle, intelligence, innovation and public service ethics; be the center of solidarity, unity of will and action in the entire state administrative apparatus. Therefore, it is necessary to continue to build a truly clean and strong Party Committee and Party committees at all levels; resolutely prevent and combat corruption, waste and negativity with the motto "no dark areas, gray areas", "gaps, obscure points", "no forbidden areas, no exceptions". Build a contingent of cadres and Party members, especially leaders, with sufficient capacity and equal to the task. Build a Government "creating development, integrity, taking decisive action, serving the people". Continue to perfect the organizational model within agencies; review and supplement regulations and rules to ensure smoothness and efficiency, overcoming delays and obstacles in decentralization and delegation of power.

Second, focus on economic development, maintain macroeconomic stability, control inflation, and ensure major balances. Specifically, the goal for the 2026-2030 period is to strive for double-digit growth. Flexible and effective monetary and fiscal policy management; remove bottlenecks and difficulties for production and business; unblock traditional growth drivers and create breakthroughs in new drivers (digital economy, green economy, circular economy). Focus on effectively handling backlog projects and weak banks, ensuring the health and sustainability of the economic and financial system. Establish a new growth model, ensuring rapid but sustainable development, taking science, technology, innovation, and digital transformation as the main driving force. Direct localities to focus on thoroughly solving problems of flooding and environmental pollution, and have a proactive plan to deal with storms, floods, and natural disasters in a more proactive and systematic manner.

Third, focus on implementing three strategic breakthroughs. Institutions must become a competitive advantage, liberating all productive forces and unlocking all development resources. Focus on investing in perfecting strategic infrastructure, effectively exploiting outer space; marine space, underground space; developing energy infrastructure, investing in building a number of key national cultural, sports, educational and medical works of regional and international stature. Consistently and resolutely implement the viewpoint of considering education and training as the "top national policy"; build a modern national education system on par with the region and the world; focus on developing and utilizing talents, training high-quality human resources; promote the application of science, technology, innovation and digital transformation in all socio-economic fields.

Fourth, develop culture in harmony with the economy and society; care for people's lives, ensure no one is left behind; build a civilized, united, and progressive society. Implement social progress and equity; improve the quality of healthcare and social security; focus on ethnic and religious affairs, gender equality, and comprehensive human development. Manage and effectively use resources, protect the environment, and proactively adapt and respond to climate change.

Fifth, ensure national defense and security, improve the effectiveness of foreign affairs and international integration. Strengthen national defense and security potential; firmly protect independence, sovereignty, and territorial integrity; ensure political security and social order and safety. Synchronously and effectively implement foreign affairs and international integration activities, consolidate and enhance Vietnam's international prestige and position. Maintain a peaceful and stable environment for national development.
