Thematic information conference for the fourth quarter of 2025 of the Government Party Committee

In his opening speech, Deputy Secretary of the Government Party Committee Nguyen Duc Phong said that, implementing Conclusion No. 126-KL/TW and Conclusion No. 217-KL/TW of the Politburo on continuing to arrange and streamline the apparatus of the political system; Resolution No. 154/NQ-CP of the Government on key tasks and solutions to implement the socio-economic development plan and the State budget estimate with the growth target of 8% or more in 2025 and Plan No. 27 of the Government Party Committee Standing Committee, the conference informed two topics on two-level local government and socio-economic development in the first 9 months of 2025.

According to comrade Nguyen Duc Phong, the organization of two-level local government is a content that has been strongly led and directed by the Politburo, the Secretariat, the General Secretary , the Government, the Prime Minister and seriously implemented by ministries, branches and localities in the past time. The arrangement and operation of two-level local government has received the general consensus of the whole country, the support of the people, the drastic participation of the entire political system and achieved positive results.

On September 26, the Politburo issued Conclusion No. 195-KL/TW on the situation and performance results of the political system apparatus and two-level local government, with very specific tasks for the Government Party Committee, especially leading and directing ministries and branches to urgently amend, supplement, promptly and fully promulgate working processes, reform administrative procedures for tasks that have been decentralized, delegated, and assigned authority to the provincial and communal levels to ensure ease of implementation and inspection; organize training, equip knowledge and skills for civil servants at the provincial and communal levels to effectively perform decentralized tasks.

In the past time, thanks to the efforts of the entire political system under the correct and timely leadership of the Central Committee, regularly and directly led by the Politburo and the Secretariat; the coordination, accompaniment and supervision of the National Assembly; the correct, drastic, practical and effective direction and management of the Government, the Prime Minister, ministries, branches and localities; the support and active participation of the people, the business community and the cooperation and assistance of international friends, the country's socio-economic situation continues to develop rapidly and sustainably. In the context that the entire Party and people are continuing to promote the building and rectification of the Party and the political system, it is very necessary to strengthen the dissemination of the above contents to cadres, party members, union members and workers.

To make the discussion effective, Deputy Secretary of the Government Party Committee Nguyen Duc Phong requested Party committees and organizations at all levels in the Government Party Committee to strengthen leadership, direction, dissemination and continue to strictly implement the conclusions of the Politburo and the Secretariat on improving the operational efficiency of the political system and the two-level local government apparatus. Urgently implement the newly issued resolutions of the Politburo; continue to innovate the work of researching, studying and disseminating the Party's resolutions; promote information and propaganda on the country's development policies, guidelines, orientations, strategies, mechanisms, policies, socio-economic achievements, and operational efficiency of the two-level local government in the recent past.

Each cadre, party member, and party organization needs to promote its core role in identifying, fighting, preventing, and refuting the wrong views of hostile forces in cyberspace regarding the Party's policies on the operation of the two-level local government organization model and the State's socio-economic development policies in recent times; replicating good models, good and effective practices, creating a spreading influence and consensus throughout society.

Comrade Nguyen Duc Phong also requested that delegates seriously absorb and assimilate the contents of the reporters' exchanges, grasp and understand the related issues so that after the conference, they will be reporters and propagandists on the core and important contents to cadres, party members, union members and workers at their agencies, enterprises and units.

At the Conference, delegates listened to Director of the Department of Local Government (Ministry of Home Affairs) Phan Trung Tuan present the topic "Initial results of operating 2-level local government, issues and solutions in the coming time"; economic expert Can Van Luc, member of the Prime Minister's Policy Advisory Council, present the topic "Socio-economic situation in 9 months, goals and tasks in the coming time".

Director of the Department of Local Government Phan Trung Tuan said that after nearly 4 months of implementing the 2-level local government model (from July 1 to October 28, 2025), the government apparatus at all levels has operated stably, in order and clearly promoted efficiency, receiving consensus and support from the people. That result affirms the correctness and timeliness of the policy of innovating the organization of local government in the spirit of Resolution No. 18-NQ/TW of the Central Executive Committee, and at the same time shows the clear effectiveness of the centralized, unified, drastic and consistent leadership and direction of the Government, the Prime Minister and central ministries and branches in the process of organizing and implementing the new model.

The organization and personnel in localities have completed the consolidation, ensuring continuity, without leaving any legal or leadership gaps. The implementation of the task of guiding and organizing the introduction of sample seals, sample signatures, and titles of the People's Committees at the commune level after the reorganization is in accordance with regulations.

Currently, 3,321 communes, wards and special zones have established public service units to provide multi-sector and multi-field public services at the commune level, ensuring compliance with the Central direction and the practical situation of each locality. There are 136,261 officials and civil servants (government sector) working in 3,321 communes, wards and special zones; an average of 41 people/commune.
