The National Assembly is increasingly democratic and open.
The 10th tenure marked the National Assembly's implementation of the form of in-depth thematic supervision; combining supervision at sessions with supervision activities between two National Assembly sessions; listening to reports with sending delegations to localities and bases to work with ministries, branches, corporations, etc., contributing to improving the quality, efficiency and effectiveness of supervision.
Along with the country's "opening up" process, the activities of the National Assembly have become increasingly open and democratic. The question and answer sessions at the National Assembly sessions have clearly changed, increasing the debate, direct dialogue, and strong criticism between National Assembly deputies and Government members, having a positive, widespread impact, creating changes in the activities of state agencies in the supervised fields.

In particular, during the 11th tenure, for the first time, the National Assembly issued the Law on National Assembly Supervisory Activities (2003), creating an important legal basis, specifying the supreme supervisory function of the National Assembly as well as the task of supervising the implementation of the Constitution and laws by National Assembly agencies, National Assembly deputies and National Assembly delegations.
Since the 12th tenure, the National Assembly's supervisory activities have continued to improve, becoming more democratic and open. According to former Chairman of the Judiciary Committee Nguyen Van Hien, the new and outstanding points in the supervisory activities of the 12th National Assembly have been highly appreciated because of the increasingly improved supervisory methods and skills.
For the first time, the National Assembly has implemented questioning and answering questions in the hall according to specific groups of issues , with debate between the questioner and the questionee, with the participation of other relevant Government members and the individual responsible for answering the main questions for the group of issues, helping to clarify right in the parliament the issues that the delegates are concerned about.
One of the new points of the supervision activities in the 12th term is that the National Assembly reviewed the report of the National Assembly Standing Committee on the results of the supervision of the settlement of voters' petitions nationwide, contributing to strengthening people's trust in the Party's leadership and the State's management and administration; at the same time, encouraging people to actively participate in State management activities.
The 12th National Assembly also made its mark by issuing for the first time a Resolution on questioning and answering questions . Since then, the issuance of Resolutions after each questioning session has been carried out regularly, creating a legal basis for monitoring the implementation of commitments and "promises" of ministers and heads of sectors after each questioning and answering session at the National Assembly.
Supervision contributes to improving the effectiveness of state management.
Along with legislative activities and decisions on important national issues, the National Assembly's supervisory activities during the XIII term are assessed to continue to have many innovations through strengthening thematic supervision, focusing on important and urgent issues of social life, such as: economic restructuring, food safety, land management, environment, anti-corruption, waste... The "re" supervision is regularly conducted by the National Assembly through reviewing and evaluating the results of implementing the National Assembly's Resolutions on questioning and answering questions.

Accordingly, in the next session, ministers, heads of sectors, and members of the Government must report to the National Assembly on the implementation of the "promises" and solutions proposed at previous question-and-answer sessions. As commented by former Deputy Chairman of the National Defense and Security Committee Tran Dinh Nha, the National Assembly's supervisory activities during the XIII term did not stop at "raising issues", but went into proposing solutions and monitoring the results of the remedies.
For example, the National Assembly's consideration of the Government's Report on the implementation of resolutions on questions and answers at previous sessions; the implementation of laws and resolutions passed by the National Assembly, or the results of the review of planning, investment in construction of hydropower projects and operation of hydropower works shows that the National Assembly pursues to the end the issues raised at the parliament, in order to thoroughly handle them, enhance the responsibility of functional agencies, and contribute to meeting voters' expectations.
Notably, during the XIII term, at the Fifth Session, for the first time, the National Assembly, on behalf of voters and people nationwide, exercised the supreme supervisory power through the assessment of confidence in key leadership positions in the state apparatus . This is an important innovation in the supervision of leaders, demonstrating the spirit of openness, transparency and responsibility to the people in the activities of the National Assembly.
Next, at the Eighth Session, the XIIIth National Assembly conducted the second vote of confidence for positions elected or approved by the National Assembly. According to the assessment of National Assembly deputies, in this second "test", many leadership positions elected or approved by the National Assembly have shown great efforts in performing the assigned functions and tasks.
National Assembly member of the 9th, 12th and 13th terms Danh Ut (Kien Giang) said, “Since mid-2023, after the National Assembly conducted the first vote of confidence, many positions that were subject to the vote of confidence were really worried about themselves and many people who were subject to the vote of confidence, especially those with low confidence votes in the first vote of confidence in the National Assembly. However, these same positions have risen a lot, performing well the assigned tasks in the second vote of confidence later.”
Assessing the positive impact of the National Assembly's vote of confidence on leadership positions in contributing to improving state management activities, Head of the National Assembly Delegation of the 13th term of Nam Dinh Province, Nguyen Anh Son, affirmed that the vote of confidence is not only a supervisory activity of the National Assembly and People's Council, but also an important channel to help the Party in considering and deciding on issues related to personnel work. The vote of confidence has truly created a new driving force to promote the overall development of the country, further enhancing the sense of responsibility and capacity of positions and titles elected or approved by the National Assembly.
Innovation - an inevitable requirement
During the XIV National Assembly term, continuing to innovate and improve the effectiveness and efficiency of the National Assembly's operations was determined to be an inevitable order for the highest representative body of the people. And, the National Assembly's supervisory activities also had many innovations in an increasingly practical direction, closely following real life. In particular, the application of information technology in selecting groups of issues was an important mark in the National Assembly's questioning activities during the XIV term, aiming to "correctly" and "correctly" select the issues that voters and National Assembly deputies were most interested in. The display of images combined with reports of thematic supervisory delegations was also a new way of doing things, aiming to provide more information and vivid evidence, creating a positive effect and attractiveness for the direct supervision form of the National Assembly.
The way of conducting supervision during the XIV term has been improved in an increasingly systematic and professional manner, contributing to improving the effectiveness of supervision. Instead of authorizing the National Assembly Standing Committee as before, the National Assembly directly issued a Resolution to establish supervision delegations, assigning the National Assembly leaders as Heads of delegations, and members of the National Assembly Standing Committee as Deputy Heads of delegations; the number of members of the supervision delegations has been increased, and they are delegates with experience and in-depth knowledge in the field of supervision.
There are also many innovations in the question and answer activities, in which the way of question and answer is innovated in the direction of "quick question - short answer", aiming to increase the number of delegates having the opportunity to question and debate, improving the quality of both questions and answers.
Along with that, the supervisory activities of the National Assembly Standing Committee, the Nationalities Council, and the National Assembly Committees continued to be promoted, with many clear changes and improved efficiency. Questioning activities at the National Assembly Standing Committee meetings and explanation activities at the Nationalities Council and the National Assembly Committees were strengthened, creating opportunities for direct dialogue between National Assembly deputies and state management agencies, contributing to clarifying issues of public concern.
Assessing the National Assembly's supervisory activities during this period, XIV National Assembly Deputy Le Cong Nhuong (Binh Dinh) affirmed that through supervision, the National Assembly promptly discovered, gave opinions and recommendations to adjust, supplement and perfect policies and laws; promptly corrected errors and shortcomings, and encouraged relevant agencies to better perform their duties and powers.
As assessed by Chairwoman of the 14th National Assembly Nguyen Thi Kim Ngan, along with legislative activities and decisions on important issues of the country, the National Assembly's supreme supervision activities have affirmed the role and function of the National Assembly in successfully implementing the set goals of the 14th term, creating new momentum and spirit for the country to continue to develop sustainably in the next term.
