On the afternoon of October 20, Permanent Deputy Prime Minister Nguyen Hoa Binh presented to the National Assembly a report summarizing the Government's work for the 2021-2026 term.
The report shows that during their term, the Prime Minister and Deputy Prime Ministers made more than 400 working trips to localities and bases to inspect and guide the implementation of the Constitution and laws, grasp the practical situation, and promptly remove difficulties and obstacles.
The government has decisively handled loss-making projects that have lasted for many terms.
In law-making, the First Deputy Prime Minister said that the Government and the Prime Minister have innovated their thinking in law-making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection".
The Government has also proactively and actively proposed many draft laws with open and creative mechanisms and policies, promptly removing "bottlenecks" and "bottlenecks" in mechanisms.
“The Government has organized 45 thematic meetings on law-making; submitted to the National Assembly for promulgation a Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and enforcement; and passed 180 laws, ordinances, and resolutions (including this session) - the most ever,” according to the Permanent Deputy Prime Minister.

Emphasizing the results of stabilizing the macro economy and promoting high growth, the First Deputy Prime Minister said the Government has operated monetary policy proactively, flexibly, promptly and effectively.
Thanks to that, despite facing instability, epidemics and natural disasters, the economy still grows at a high speed, bringing the economic scale from 346 billion USD (37th in the world) to 510 billion USD (32nd in the world). Per capita income increased from 3,552 USD to about 5,000 USD, bringing Vietnam into the group of upper middle-income countries.
Along with effectively controlling the Covid-19 pandemic, the Government has ensured good social security and taken care of people's lives; strategic infrastructure has made breakthrough developments.
Deputy Prime Minister Nguyen Hoa Binh said that by the end of 2025, it is expected to complete 3,245km of expressway and 1,711km of coastal road, exceeding the set targets.
Many key national projects on aviation and energy such as Long Thanh airport and 500kV line 3 have been accelerated. Digital infrastructure has developed strongly, bringing Vietnam's mobile internet speed into the top 20 in the world.
Notably, according to the Permanent Deputy Prime Minister, many backlogged projects and long-term loss-making enterprises have been handled and resolved, freeing up resources for development.
“With the spirit of not avoiding, the Government has focused on directing and thoroughly handling weak credit institutions and long-term loss-making and ineffective projects that have not been resolved in previous terms,” the First Deputy Prime Minister emphasized.
At the same time, the Government has directed the removal of obstacles for thousands of projects and real estate facilities across the country and is continuing to resolutely remove obstacles and bottlenecks in other projects, soon bringing these important resources back to serve socio-economic development.
Continue to streamline the apparatus and promote administrative reform.
Regarding the organization and arrangement of the apparatus of ministries, agencies and localities in the State administrative system, the Government leaders emphasized the spirit of determination in organizing the apparatus of the political system, organizing the Government in a streamlined and scientific manner, ending the historical mission of the district level, and organizing the two-level local government in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency.

According to him, those comprehensive achievements have firmly consolidated people's trust, created momentum and force for the country to develop rapidly and sustainably, and steadily enter the new era.
However, the implementation of the tasks and powers of the Government and the Prime Minister still has shortcomings and limitations.
The Permanent Deputy Prime Minister said that in order to contribute to realizing the two strategic goals (by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income following socialist orientation), the Government and the Prime Minister continue to direct the overcoming of limitations, focusing on 12 key contents.
Deputy Prime Minister Truong Hoa Binh emphasized the need to improve the organization, streamline the apparatus, and two-level local government; promote administrative reform, control, cut down, simplify administrative procedures and improve the quality of online public service provision for people and businesses.
