Monetary Policy Department pioneers in innovation and digital transformation

Immediately after the State Bank of Vietnam held a national online conference to launch the emulation movement "The whole country competes in innovation and digital transformation" and "Digital popular education" associated with Resolution No. 57-NQ/TW, the Monetary Policy Department (CSTT) launched the movement to the entire unit and developed Plan No. 985/KH-CSTT1 dated May 26, 2025 of the CSTT Department to implement the Banking Industry's Plan to implement Plan No. 01-KH/BCHTW dated March 21, 2025 of the Central Steering Committee on Science and Technology Development, Innovation, Creativity and Digital Transformation on implementing the "Digital Popular Education Movement" with specific tasks to carry out the emulation movement with the highest efficiency.

Based on the set goals and tasks, the CSTT Department has integrated them into monthly and quarterly work programs and plans and assigned focal points to monitor and synthesize progress reports on the implementation of the movement's goals. At the same time, the CSTT Department has also selected typical faces of the Department - young civil servants who are quick to adapt to technology to become Digital Cores and Digital Ambassadors to ensure the most effective implementation of the action plan.

Ensuring the right spirit and action plan, right from the first tasks, the CSTT Department has launched specialized departments in the unit to promote the spirit of creativity, proactively register digital initiatives with the aim of improving and innovating working processes. Accordingly, functional departments with a strong spirit of digital transformation have participated in practical initiatives such as: applying software in business processing, building AI data warehouses, etc.

With the nature of the job, which often requires drafting many documents, the content of the documents is of many popular nature, and the issuance of legal documents, the appearance of spelling errors, punctuation, and incoherent expressions often occurs. Reviewing and checking the above errors takes a lot of time for the specialists performing the task. Based on the above reality, after the launching period, the CSTT Department has selected a typical initiative with high applicability - the ChatGPT Artificial Intelligence Software Application Initiative to improve the efficiency of document drafting.

Specifically, using ChatGPT to automate two important tasks in office work such as checking spelling and grammar errors. Accordingly, the ChatGPT system will automatically scan and detect errors in Vietnamese text, including spelling and punctuation errors and even suggest errors in expression, helping to ensure the professionalism and accuracy of the document. In addition, the Department also uses advanced optical character recognition (OCR) technology, the tool will be able to extract text from image format files (JPEG, PNG, PDF images...) and convert them into editable Word files, helping to save time retyping text manually.

This initiative, though small, helps significantly reduce the time spent on checking spelling errors, especially when the document is long and has many explanatory comments such as in the construction of Circulars; Improve the quality of documents, ensure that issued documents and reports have the highest accuracy; Save costs by minimizing the risk of errors due to human factors, while optimizing resources.

It can be affirmed that thanks to the "Digital Education for All" movement, the officers and civil servants in the Department have actively participated in contributing and proposing new initiatives to apply in their work. In the coming time, closely following the movement's goals, the Department of Information and Communications Technology will continue to disseminate the action plan of the Central Steering Committee on science and technology development, innovation and digital transformation to implement the "Digital Education for All" movement, ensuring full and effective implementation of assigned tasks.
