Presenting the report, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh said that from the synthesis of inspection reports from agencies, it shows that legal regulations on finance, investment, business and tax have been improved, removing difficulties and obstacles for production and business activities.

This contributes to stabilizing the macro- economy and promoting growth; many solutions to develop the stock market in a healthy, safe and sustainable direction are actively implemented.

However, the issuance of a number of policies to support business households and enterprises is still slow; the effectiveness of improving the investment environment is not uniform among localities; the practice of thrift and anti-waste still has some shortcomings and limitations.

On the other hand, the legal framework for banking, credit and bad debt handling activities has been improved; monetary policy tools have been operated proactively, flexibly, promptly and effectively, contributing to promoting growth and controlling inflation; credit growth has been improved.

Banks have actively promoted digital transformation and boosted cashless payments.

However, the monetary and banking markets still face many challenges; credit programs for lending to social housing projects, worker housing, enterprises investing in infrastructure, science , technology, innovation, and digital transformation still face difficulties.

The construction of land database is still slow.

The Chairman of the People's Aspirations and Supervision Committee said that policies and laws on key industries and supporting industries have been revised and improved, and the localization rate of industries is increasing.

Solutions to ensure electricity supply are promoted; decentralization, delegation of authority, and reduction of administrative procedures in import and export activities are implemented; and attention is paid to protecting consumer rights.

However, the implementation of a competitive retail electricity market and the allocation of resources to implement policies and strategies for the development of the mechanical industry are still slow. The effectiveness of the fight against smuggling, trade fraud and counterfeit goods has not met requirements, especially in e-commerce.

The restructuring of the agricultural sector was promoted; urban planning, management and land use achieved positive results; environmental protection was focused on; tasks under national target programs were effectively implemented.

However, the planning, management and use of land in urban areas still have many shortcomings; the construction of land databases is still slow; some national technical standards on environmental protection are still lacking, have not been updated and completed; the classification of domestic solid waste still has many problems.

The situation of key national projects being behind schedule

Chairman Duong Thanh Binh assessed that laws on construction, transportation, real estate, housing, urban and rural planning have been reviewed and completed.

Many solutions to remove difficulties and obstacles have been drastically implemented, promoting the real estate and social housing market to develop safely, healthily and sustainably.

Along with that, programs and projects on urban development, green growth cities, smart cities, and climate change adaptation cities are being increasingly implemented; the progress of transportation projects is being accelerated; and the application of new materials and advanced technologies is being focused on.

However, urban infrastructure and management have not met development requirements, traffic congestion, flooding, and environmental pollution in large cities remain complicated.

The results of social housing development have not met expectations; there are still cases of key national projects being behind schedule; site clearance work in some localities has not met requirements.
