Team performance comes from leadership thinking

The picture of the activities of the Legal Department in the past time shows the huge requirements placed on the work of building and enforcing laws in the monetary and banking sector. The huge amount of work, the complex nature of the profession and the strict requirements on progress can only be met by a scientific management method. In fact, the Legal Department has successfully completed many key tasks of the Industry, especially the development and promulgation of the Law on Credit Institutions No. 32/2024/QH15, along with 04 Decrees, 01 Decision and 35 Circulars guiding the implementation - documents with a wide scope of influence on the operations of the banking system.

It is noteworthy that these results are formed from a method of organizing work in a strict, scientific, transparent and effective manner. In each task, Director Ta Quang Don always upholds the principle of grasping requirements - analyzing the nature - determining the roadmap - implementing uniformly - monitoring progress - reviewing quality. This spirit is spread to all officers and civil servants of the Department, helping to ensure that all legal advisory activities are carried out in accordance with the correct procedures, on time and in accordance with professional requirements. Thanks to that, important legal documents are formed not only quickly but also accurately, synchronously and in accordance with operational practices.

In particular, the implementation of the Circular Development Program 2023-2024 was carried out vigorously and systematically, demonstrating the system coordination capacity of the leader. The review, synthesis of proposals, organization of meetings to collect opinions and urging progress among units were carried out synchronously, helping to ensure that the development of circulars was operated continuously, coherently and effectively. The results were not only reflected in the volume of documents issued, but also in the legal stability and high feasibility in the practical operation of the credit institution system.

Handle legal issues with courage and care

The legal work of the banking sector is not only the drafting of legal documents, but also includes legal consultancy, legal advice and participation in handling issues arising in the process of managing and operating the financial and banking system. In the two years 2023-2024, the Legal Department handled about 1,734 legal consultancy cases, many of which were sensitive, complicated and affected the safety of the system.

In this field, the role of the leader is even more evident. Thanks to the approach of promoting accountability, thorough research, multi-dimensional assessment and close coordination with related units, the handling of important legal issues of the industry is carried out quickly, accurately and safely. During this time, Mr. Ta Quang Don directly directed the handling of about 700 legal consulting cases, including contents related to judicial appraisal, civil judgment enforcement, compulsory bank restructuring, special control of weak credit institutions, personnel approval procedures and legal work related to the bond market and deposit certificates.

Furthermore, it is impossible not to mention the restructuring of credit institutions and bad debt settlement, a highly complex field that requires multi-sectoral coordination. Under the direction of the Director, the Legal Department has effectively advised the State Bank in handling related issues, as well as restructuring plans for a number of banks.

This is a field that requires a combination of legal, political , economic and social aspects, and Mr. Ta Quang Don's decisive but cautious leadership style helps ensure that all legal recommendations submitted to the leadership are clear, well-founded and consistent with the management direction.

The Trade Union and Youth Union of the Legal Department have implemented many practical activities; creating spiritual motivation, strengthening internal solidarity; encouraging cadres and civil servants to improve their professional qualifications, foreign languages ​​and professional skills; at the same time contributing to the movement of participating in scientific research and writing articles for industry newspapers and magazines. This culture creates a collective that is able to quickly approach work, handle high pressure and maintain stable and sustainable quality of legal advice.

These factors have become an important foundation for the Legal Department to reap many emulation achievements. In 2023, the unit achieved the title of Excellent Labor Collective, was awarded the Emulation Flag of the State Bank, and received a Certificate of Merit from the Governor for its outstanding achievements in drafting the Law on Credit Institutions 2024. These results reflect the recognition of the entire Industry for the collective's contributions and the consistent leadership role of the head.

Affirming the pioneering role in the journey of innovation and development

Legal work is the foundation of monetary policy management, banking operations and financial system stability. The achievements of the Legal Department in recent times show an effective working model: clear leadership capacity - high responsibility - action thinking - internal solidarity - professional public service spirit. From that model, important legal documents are issued on schedule; complex legal issues are handled safely; practical requirements are met promptly and accurately; systemic risks are minimized and trust in the law in the banking sector is strengthened.

In the context of the banking industry entering a new era of development with the requirements of innovation - transparency - safety - deep integration, the Legal Department continues to play a pivotal role. The success of the collective helps affirm an important message: The banking system can only develop sustainably when the law is one step ahead, management closely follows reality and legal work is carried out with a scientific spirit, dedication and responsibility.
