Comprehensive innovation of emulation and reward work, linked with the three pillars of the National Assembly's activities

Based on the results achieved in the 2020 - 2025 period, the National Assembly Standing Committee determined that in the coming period, it will continue to comprehensively innovate emulation and reward work, as well as improve the quality and depth of emulation movements associated with the three pillars of the National Assembly's activities.

Emulation becomes the working culture of cadres, civil servants, public employees and workers.

Implementing President Ho Chi Minh 's teachings on patriotic emulation and continuing the tradition of patriotic emulation of the National Assembly, over the past 5 years, the National Assembly Standing Committee has always paid attention to directing emulation movements and commendation work, with many innovations suitable to the actual situation and operating conditions of the National Assembly agencies.
In particular, implementing the new provisions of the Law on Emulation and Commendation 2022, the National Assembly Standing Committee issued Resolution No. 44/2024/UBTVQH15 detailing the forms, criteria and procedures for commendation for National Assembly deputies and agencies of the National Assembly and for the first time established the Emulation and Commendation Council of the National Assembly Standing Committee.

On that basis, emulation and reward work has been promoted and put into practice; practical emulation movements have received widespread support from National Assembly deputies, cadres, civil servants, public employees and workers, spreading the spirit of creative work and the enthusiastic emulation atmosphere. In particular, the emulation movement "Proactive legislation - Effective supervision - Timely decisions - Breakthrough development" has become a typical slogan of the 15th National Assembly, contributing to improving productivity and quality in all stages of operation.

Emulation has also become the working culture of cadres, civil servants, public employees and workers in the agencies of the National Assembly. The emulation movement contributes to shaping new standards of public service behavior - "doing all the work, not all the hours", demonstrating the spirit of dedication, discipline, responsibility and creativity of the cadres, civil servants, public employees and workers.

Specifically illustrating, Vice Chairwoman of the Committee for Culture and Society Nguyen Thi Mai Hoa affirmed that the Committee fully understands the meaning and importance of the patriotic emulation movement. For National Assembly deputies, emulation is to fulfill their functions and tasks well, and fulfill their promises to voters and the people. For cadres and civil servants of the Professional Department, emulation is to improve the quality of advice.

Based on that importance, during the past term, the Chairman of the Committee for Culture and Education (now the Committee for Culture and Society) had the initiative to organize the annual "Recognition of Outstanding Civil Servants" award for Department-level civil servants to reward individuals with outstanding achievements. The award is presented at the year-end summary. "This is a form of internal emulation and reward, but it is organized systematically and evaluated objectively, so the effect on the working spirit and dedication of cadres and civil servants is very positive", said the Deputy Chairman of the Committee for Culture and Society.

And, at the Committee on Law and Justice, from the awareness of the role of digital transformation in the activities of the National Assembly, the Committee has soon launched a digital transformation emulation movement in the Standing Committee and the Support Department to improve the quality of advice. Thereby, forming a culture of adapting to the new, making digital applications a working habit in the Standing Committee and the Support Department, switching to a working process in the digital environment, creating many positive impacts.

With practical emulation movements launched by the National Assembly Standing Committee and innovations in commendation work, the Summary Report affirms that the emulation movement in the 2020 - 2025 period has actively contributed to the comprehensive implementation of the National Assembly's political tasks, especially in key areas of work: perfecting institutions, deciding on important issues of the country and supervising contents of interest to voters and people.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that the typical examples that have been commended during the past term and at today's Congress are the bright, outstanding flowers in the very quiet work of the National Assembly, continuing to foster and extend the tradition of patriotic emulation of the National Assembly.
Thereby, it further affirms that patriotic emulation truly becomes a driving force and spiritual strength for cadres, party members and agencies of the National Assembly in each job position to strive and contribute to completing the common task.

Make competition a leadership method, and reward a motivation for dedication.

Based on the achieved results, at the 1st National Emulation Congress of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man launched the patriotic emulation movement for the 2025 - 2030 period with the focus on: competing to effectively implement the National Assembly's innovation activities; promoting the role and responsibility of National Assembly deputies, being ready to contribute, daring to think, daring to do, daring to innovate, daring to take responsibility, putting the common interest above all and truly being a loyal representative of the will and aspirations of the people; well implementing the policy of comprehensive digital transformation in the activities of the National Assembly, building a "digital National Assembly".

To specify this direction, the National Assembly Standing Committee identified 5 key groups of tasks for the 2025 - 2030 period: improving the quality and depth of emulation movements associated with the 3 pillars of the National Assembly's activities and digital transformation with key emulation movements; innovating and perfecting mechanisms and policies on rewards; promoting digital transformation and smart governance in emulation and reward work; strengthening inspection, supervision and improving discipline and administrative discipline; discovering, fostering and replicating advanced models.

From the perspective of the Nationalities Council, the National Assembly Committees, and the full-time National Assembly member at the Law and Justice Committee, Hoang Minh Hieu, said that the Standing Committee of the Committee will continue to promote the digital transformation emulation movement to implement the orientations in the Resolution of the 1st National Assembly Party Congress and the direction of the National Assembly leadership. The digital transformation work will go into depth, practically serving legislative activities.

At the same time, the Standing Committee also proposed to study and build an Information System on the legislative work of the National Assembly; study and innovate techniques and legislative processes to meet the requirements of digital transformation. These include issues such as policy making based on big data and using rules as code to build machine-readable laws...

More importantly, closely following the spirit of continuing to innovate the activities of the National Assembly, Vice Chairwoman of the National Assembly Nguyen Thi Thanh affirmed that, entering the 2025 - 2030 period, the National Assembly Standing Committee will continue to comprehensively innovate emulation and reward work; determined to make emulation a leadership method, and reward a driving force for dedication with the motto "Emulation is patriotism - Reward is motivation - Dedication is glory".
