At a plenary session at the Hall on the afternoon of October 20, the National Assembly listened to Permanent Deputy Prime Minister Nguyen Hoa Binh present a report summarizing the Government's work for the 2021-2026 term.

Accordingly, regarding the organization of the implementation of the Constitution and laws; and the development of policies and laws, during the 2021-2026 term, the Government and the Prime Minister will seriously grasp and issue 116 programs and action plans to effectively implement the Constitution, laws, resolutions, and conclusions of the Party and the National Assembly .

Permanent Deputy Prime Minister Nguyen Hoa Binh presented the Government's summary report for the 2021-2026 term.

Regularly monitor, inspect and urge the implementation of tasks and solutions in all fields; in the period of 2021 - 2025, the Prime Minister and Deputy Prime Ministers made more than 400 working trips with localities and bases to inspect and guide the implementation of the Constitution and laws and grasp the practical situation, promptly remove difficulties and obstacles.

Tighten discipline and order in organization and law enforcement; promote the responsibility of leaders, ensure resources for implementation. Promote decentralization and delegation of power according to the motto "locality decides, locality acts, locality takes responsibility", associated with appropriate resource allocation and strengthening inspection, supervision and control of power; contribute to creating initiative and flexibility for localities, unblocking and liberating resources for development.

Thanks to that, the Constitution and laws have been respected and strictly enforced. Resolutions of the National Assembly have been implemented promptly and effectively, contributing significantly to promoting socio-economic development, ensuring national defense, security and foreign affairs.

At the same time, the Government and the Prime Minister have innovated their thinking in law-making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection"; proactively and actively proposing many draft laws with open and creative mechanisms and policies, contributing to perfecting the socialist rule-of-law state and socialist-oriented market economic institutions, promptly removing "bottlenecks" and "knots" in mechanisms.

The report highlights outstanding achievements in economic, cultural, social, environmental, defense, security, and foreign affairs management during the term.

In particular, the cultural and social fields have made comprehensive progress. The Government has submitted to the National Assembly for approval the National Target Program on Cultural Development. The quality of education and health care has improved significantly, with health insurance coverage reaching 95.2% of the population. The Human Development Index (HDI) increased by 18 places, reflecting the country's remarkable progress.

Emphasizing that in the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner; to contribute to realizing the two strategic goals (by 2030, becoming a developing country with modern industry and high average income and by 2045, becoming a developed country with high income following the socialist orientation), Deputy Prime Minister Nguyen Hoa Binh said: The Government and the Prime Minister continue to direct the overcoming of limitations and shortcomings and the successful and comprehensive implementation of the set goals, targets and tasks; focusing on 12 key contents.

Specifically, one is to continue to improve the organization, streamline the apparatus, and establish two-level local government.

Second, focus on perfecting institutions and laws, mobilizing all resources, creating new momentum for development; promoting administrative reform, controlling, cutting down, simplifying administrative procedures and improving the quality of online public services for people and businesses.

Third is to promote high growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

Fourth is to promote industrialization, modernization, economic restructuring, breakthroughs in science and technology development, innovation, digital transformation...

The fifth is to develop synchronous and modern infrastructure, effectively exploit new development space, take urban areas as the driving force for regional development and promote new rural construction.

Sixth is to build a modern national education system on par with the region and the world, focusing on developing high-quality human resources.
