On the sidelines of the 10th Session of the 15th National Assembly: A historic milestone, fulfilling the responsibility and opening a new path

On the morning of October 20, the 15th National Assembly opened its 10th session, the 15th National Assembly - the last session of the term, expected to last 40 days and close on December 11. This is the session with the largest workload since the beginning of the term, with special significance as the National Assembly both implements regular contents, summarizes the 2021-2026 term and prepares for the 16th National Assembly.

Alongside the session, in an exchange with the press, National Assembly delegate Nguyen Truong Giang, a delegation from Lam Dong province, shared the significance, new points and important milestones of this historic session.

Sir, the 10th session is considered to be a session of special significance, closing the term of the 15th National Assembly and preparing for the new term. Could you elaborate on this assessment?

The 10th session is the final session of the 15th National Assembly, taking place for about 40 days (from October 20 to December 11, 2025). This is a long session, demonstrating the determination to fully fulfill the responsibilities of the 15th National Assembly.

In terms of content, legislative work accounted for about 80% of the total time, with 49 draft laws and 4 resolutions being considered. This is a very large number, showing the National Assembly's high concentration on perfecting institutions, removing bottlenecks and unblocking development resources. Among them, many new draft laws have special significance such as the Law on Digital Transformation, the Law on Artificial Intelligence, along with the amendment and supplementation of more than 40 current laws. The National Assembly Standing Committee has directed the submitting and reviewing agencies to coordinate closely, innovate working methods: reduce the time for reading the submission, increase the time for discussion and response of delegates, ensuring real effectiveness.

In addition, the National Assembly also considered national target programs, reviewed the implementation of Politburo resolutions such as Resolution 59-NQ/TW on international integration in the new situation, Resolution 71-NQ/TW on breakthroughs in education and training development, Resolution 72-NQ/TW on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health... These are all major contents, having a profound impact on the country's socio-economic development.

With such a large amount of work, how are the preparations for this session going, sir?

Delegate Nguyen Truong Giang: Immediately after the 9th session, the National Assembly Standing Committee proactively gave early instructions. The review agencies closely coordinated with the drafting agencies to review and revise the draft laws and documents submitted to the National Assembly.

One innovation is that the National Assembly Standing Committee meets in a "rolling" format, meaning that when an agency submits a dossier, the Committee will give its opinion at the nearest meeting, with specific conclusions for the drafting agency to quickly absorb and complete.

The conference of full-time National Assembly deputies was also held with a wide scope of discussion, including 21 draft laws. Any delegate interested in any content could directly speak, creating a democratic and substantive working atmosphere.

This session is also considered a preparation step for the upcoming 16th National Assembly term. Could you share more about this significance?

That's right. The 10th session is an opportunity for the National Assembly to comprehensively summarize the activities of the 15th term, from legislative work, supervision to deciding on important issues of the country. The agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit... all presented reports summarizing the term.

From there, the National Assembly will draw lessons and evaluate the operating model to prepare for the 16th term with stronger innovation requirements. This is an important transitional step, ensuring the continuity and effectiveness of the state apparatus in the coming period.

Looking back over the past 5 years, in your opinion, what are the historic decisions of the 15th National Assembly for the country's development?

I think there are three highlights. Firstly, one of the important decisions of the 15th National Assembly's term is that the National Assembly has made a major decision on the organization of the apparatus, rearranging administrative units from the central to local levels, contributing to streamlining, effectiveness and efficiency.

Second, the National Assembly promptly amended and supplemented the Constitution and many important laws, institutionalizing the Party's policies, creating a solid legal foundation for socio-economic development.

Third, the issuance of Resolution 206/2025/QH15 on a special mechanism to handle difficulties and obstacles caused by legal regulations has paved the way for proactiveness and flexibility in state management, while affirming the spirit of strong reform in this term.
