Disbursement efforts
The total capital plan for 2025 assigned by the Prime Minister to the two provinces is more than 29,451 billion VND; of which Khanh Hoa province is more than 16,087 billion VND, Dak Lak province is more than 13,364 billion VND. Up to now, the People's Committees of Khanh Hoa and Dak Lak provinces have assigned and allocated in detail the total capital assigned by the Prime Minister, plus the deployed capital of more than 31,336 billion VND, of which Khanh Hoa province is nearly 16,141 billion VND, with 3,010 projects; Dak Lak province is nearly 15,196 billion VND, with 4,238 projects.

To achieve the target of disbursing 100% of public investment capital by the end of the year, from the beginning of the year, leaders of the two localities have urged to focus on disbursement, especially from July 1, to reorganize administrative units and organize local governments at two levels. The People's Committees of the two provinces have established steering committees and working groups to resolve difficult, stuck, and long-standing projects. By October 17, the total disbursed capital through the State Treasury of Region XIV reached nearly VND 12,117 billion, of which Khanh Hoa province had more than VND 6,400 billion, reaching 40% of the capital plan assigned by the Prime Minister, reaching 37.5% of the capital plan allocated by the province; Dak Lak province had nearly VND 5,717 billion, reaching 43% of the capital plan assigned by the Prime Minister, reaching 34% of the capital plan allocated by the province.
There are many reasons for the slow disbursement, among which the objective reason is the process of reorganizing the local government at two levels, causing the project implementation to be interrupted. Regarding the subjective reason, although the authorities at all levels have made many efforts in directing the site clearance, the stages of counting, appraising and approving unit prices, compensation plans, and resettlement support in many projects are still slow and prolonged...; the lack of supply of raw materials has not been resolutely and effectively resolved; the capacity of some investors, project management boards, and contractors is still limited...
Actively support localities
Up to now, the total number of commune-level units that have opened accounts and paid salaries at the State Treasury in Region XIV is 2,956, of which Khanh Hoa province has 1,082 units and Dak Lak province has 1,874 units. With the goal of "customers are the center and the service object", especially at the time of reorganizing the two-level local government, the State Treasury in Region XIV has performed well the role of "gatekeeper" of the state budget, ensuring that the expenditure is in the estimate and the money goes to the right beneficiaries. The unit not only performs well the assigned tasks but also proactively goes one step ahead to remove "bottlenecks" right at the grassroots level. This initiative has helped many localities quickly stabilize their apparatus, maintain budget collection and expenditure activities in accordance with regulations right in the transition period.

The coordination with investors and project management boards in completing documents and procedures for payment and disbursement of state budget capital, especially the opening of accounts at the commune level to make payments for public investment capital, has been given attention and focus. Along with that, promoting the application of online public services, guiding investors to use online public services in submitting documents for disbursement of public investment capital. In addition, the State Treasury of Region XIV strictly implements the task of accurately and promptly reporting the situation of periodic and ad hoc disbursement; promptly grasping difficulties and problems in the process of payment and disbursement of public investment capital, proposing solutions within its authority or reporting to superiors for handling.
New impetus for disbursement of public investment capital
On September 26, the Government issued Decree No. 254 on management, payment and settlement of public investment capital; the Ministry of Finance issued Circular No. 91 stipulating a mandatory form system for public investment capital settlement. Strong reforms in these two documents are expected to create new momentum for public investment capital disbursement to accelerate to the finish line in 2025. The new regulations in Decree No. 254 and Circular No. 91 not only remove "bottlenecks" in implementation, but also contribute to modernizing public investment management in a more open, transparent and professional manner.
With Decree No. 254, many problems are fundamentally resolved. Simplifying payment records and reducing paperwork not only helps reduce the amount of documents that must be provided and stored, but also significantly facilitates the digitization of administrative procedures, regardless of geographical distance, reduces travel costs, and saves time for relevant parties.
Decree No. 254 clearly demonstrates the principle of decentralization, delegation of authority, and assignment of legal responsibility to investors in establishing and taking responsibility for information in payment records. The payment agency, specifically the State Treasury, will only make payments based on information provided by investors, in accordance with the prescribed control function. This helps to clearly define responsibilities between parties, ensure transparency, compliance with legal regulations, and at the same time speed up disbursement progress and improve the efficiency of public investment capital use. Regarding administrative procedures, Decree No. 254 has cut 33% of the number of administrative procedures, estimated to reduce up to 70% of the number of documents and transaction papers at the payment agency thanks to shortening the payment record components, eliminating many unnecessary indicators and documents. In particular, the capital payment time is shortened from 3 days to a maximum of 2 working days; capital advance is within 1 working day. A notable new point of Decree No. 254 is the detailed regulation on the advance payment mechanism, helping to facilitate cash flow for contractors and implementing units without loosening control.

To suit the reality of organizing 2-level local government, Circular No. 91 has more clearly defined the system of forms serving the settlement work, with the spirit of maximum simplification, creating convenience for localities in implementation. The Circular aims at the goal of computerization, data standardization and increasing connectivity in settlement work. The system of forms has been refined, shortened and synchronized, helping to reduce the number of forms, the content is clearly presented, easy to understand, creating convenience for synthesis, reporting and management. For the work of synthesizing and reporting annual settlement, the Circular stipulates 5 forms, reducing 4 forms compared to the previous regulations. For the settlement of completed projects, the Circular stipulates 12 forms, reducing 3 forms and 1 appendix compared to before. Simplifying forms not only reduces time, costs and pressure for investors, but also facilitates the application of information technology, digitizes management processes, and contributes to improving the efficiency of using public investment capital.
Synchronously deploy solutions
In the 2025 budget year, there is not much time left for payment while a large amount of capital must be disbursed. To speed up the disbursement progress, the State Treasury of Region XIV focuses on implementing the following solutions:
Firstly, implementing the consistent direction of the Ministry of Finance, the State Treasury, the Provincial Party Committee and the Provincial People's Committee, the Director of the State Treasury of Region XIV thoroughly instructs all civil servants to strictly comply with discipline and public service discipline; comply with the time limit for processing documents, promptly meet the spending needs of budget-using units and investors; take customers as the center and service objects, absolutely do not let any payment documents remain at the treasury without clear reasons, all problems (if any) are promptly and clearly resolved... Daily, report the disbursement status of investment capital of projects, analyze and clearly state the difficulties and problems and propose solutions to report to the Provincial Party Committee, People's Council and Provincial People's Committee for consideration and direction...
Second, actively reform administration, publicize the process of receiving, guiding, paying, and circulating state budget expenditure documents through the State Treasury's Online Public Service Portal according to national standard TCVN ISO 9001:2015, digitize the process for transparency and speed; maintain the implementation of technology applications, unify focal points, processes and digitize the work of guiding and paying state budget expenditures through the treasury. At the same time, continue to promote transactions and payments on online public services to shorten payment time and make them more public and transparent, helping investors and project management boards save on travel costs...
Third, closely coordinate with departments and branches to deploy solutions to effectively collect and spend the state budget; proactively coordinate with investors and project management boards to promptly resolve difficulties and problems arising during the disbursement process.
With the close and decisive direction of leaders at all levels; the active participation in solving difficulties of departments and branches; the support and companionship of localities and investors, along with the spirit of "the treasury never rests", dedicated work overtime, on holidays and holidays of civil servants and employees of the State Treasury in Region XIV, ensuring the flow of budget circulation in all situations, it is expected that by the end of the year, the disbursement rate will reach 100% of the capital plan assigned by the Prime Minister.
