Removing difficulties for nuclear power projects
According to the progress report of the implementation of the Ninh Thuan 1 Nuclear Power Plant and Ninh Thuan 2 Nuclear Power Plant Projects, the total area of land recovered according to the Prime Minister's decision for the two projects is 1,279.52 hectares. However, in reality, the total area recovered for the two projects is 1,129.14 hectares. Currently, the work of inventory and measurement to determine boundaries, land, and land users is still facing many difficulties, and some people refuse to cooperate. In many cases, the former users are outside the locality and no longer have authority over the land plots in the project, so they do not cooperate in the process of verifying the origin and time of land use. In some cases, land use right certificates have been granted, but over time, the boundaries have changed, affecting the ownership of neighboring plots. In addition, some compensation prices for crops, flowers, and costs of reburial of graves are not included in the price list in Ninh Thuan province (old), but are included in the price list of Khanh Hoa province (old), so there needs to be an official document from the Provincial People's Committee on the policy of using the price list of Khanh Hoa province (old) for implementation.

To promptly resolve difficulties and obstacles for the Ninh Thuan 1 Nuclear Power Plant Project and Ninh Thuan 2 Nuclear Power Plant, the Provincial People's Committee proposed 7 key contents to the Central Government. In particular, allowing the province to continue implementing special mechanisms and policies previously applied to Ninh Thuan province, and at the same time separating the compensation, support and resettlement contents into an independent project, assigning localities to proactively organize implementation according to regulations. Relevant ministries and branches should promptly supplement specific regulations on safe distances, scope of prohibited and restricted areas around the nuclear power plant; allocate additional capital of about 9,156 billion VND from the central budget to implement the resettlement and resettlement project; abolish Decision No. 1504/2013 of the Prime Minister on promulgating mechanisms and policies on compensation, support for migration and resettlement of the Ninh Thuan Nuclear Power Project to unify the compensation, support and resettlement mechanism; direct investors Vietnam Electricity Group and Vietnam National Energy and Industry Group to promptly complete the dossier to adjust the project investment policy to have a legal basis for synchronous implementation.
Early commencement of eligible projects
Regarding projects in the Power Plan VIII and the adjusted Power Plan VIII, the whole province has 105 projects; total capacity from 16,210.7MW to 18,610.7MW. Of the 14 projects that have been approved for investment, the Hanbaram Wind Power Plant Project (93MW) has come into operation, 4 projects are under construction, 8 projects have completed legal procedures to start construction and 1 project is in the process of selecting investors (Ca Na LNG Thermal Power Plant Project). 4 projects currently under construction include: Song Giang 1 Hydropower Plant with a capacity of 12MW (75% of the construction volume has been completed, expected to be commercially operational in the fourth quarter of 2025); Phuoc Thai 2 Solar Power Plant has a capacity of 87 MW and Phuoc Thai 3 has a capacity of 43.5 MW (will organize inspection of acceptance work to put into use in November 2025); Bac Ai Pumped Storage Hydropower Plant with a capacity of 1,200 MW (completed construction of the spillway cluster items, and is constructing the main works of the project).
In addition, the province has 32 projects that are completing documents for bidding and selecting investors. The Department of Finance is appraising the investment policy for 9 projects and the Department of Industry and Trade has prepared pre-feasibility study reports for 23 projects and sent them to the Department of Finance for appraisal.
According to Mr. Nguyen Sanh Duong - Deputy Director of the Department of Industry and Trade, among the projects currently preparing pre-feasibility study reports, the V2 Wind Power Plant Project (40MW) and the V2 expansion (769MW) have encountered some problems with overlapping with the Aquatic Resources Protection Area in the Phan Rang Bay sea area. In order to remove obstacles, ensure that the project is implemented in accordance with the provisions of law and regulations on sea area allocation, and promote efficiency, the Department of Industry and Trade has reported to the Provincial People's Committee to consider directing and assigning specialized agencies to analyze and evaluate the effectiveness, costs and benefits in terms of economy - society, environment and the ability to support the protection of sovereignty and security at sea for the V2 and expanded V2 wind power areas and propose to the Ministry of Agriculture and Environment to submit to the Prime Minister to adjust the order of priority for sea use according to Resolution No. 139/2024/QH15 of the National Assembly on National Marine Spatial Planning for the period 2021-2030, with a vision to 2050, as a basis for implementing the next steps of the project.
Comrade Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee affirmed that accelerating the progress of energy projects is very urgent and necessary. In the target of double-digit growth, energy is the decisive pillar for the province's economy to achieve the set plan. In order to remove difficulties for energy projects, especially the Ninh Thuan 1 Nuclear Power Plant Project and Ninh Thuan 2 Nuclear Power Plant Project, Comrade Trinh Minh Hoang requested relevant departments and branches to coordinate and provide maximum support to localities in compensation, site clearance and resettlement. The Department of Finance reviewed all projects that have been approved for investment policy, any projects that are behind schedule and have not yet started construction will be considered and handled in December 2025. The Department of Industry and Trade regularly inspects, urges and supports investors when they encounter procedural problems. For the remaining projects, relevant departments and branches will review the procedures and will hold meetings in the coming time. All obstacles and difficulties will soon be resolved to create conditions for the project to be built and quickly put into operation, contributing to local economic growth.
