Van Ninh Commune: Building a drug-free "green zone"

Van Ninh Commune is determined to synchronously deploy solutions to enhance the effectiveness of drug prevention, control and combat. With the goal of building a drug-free community, Van Ninh Commune People's Committee has launched the model of "Drug-free residential area" in Vinh Hue village and Residential Group No. 9; at the same time, it has proposed solutions to gradually push back drug abuse and build a safe and healthy society.

Efforts to implement the model

The "Drug-free residential area" model deployed in Vinh Hue village and Residential Group No. 9 is an effort of Van Ninh commune to build drug-free "green zones" in the area.

Vinh Hue village has about 300 households, with more than 1,100 people. Since the beginning of the year, the village has maintained a stable situation, with no incidents related to social evils or drug crimes recorded. The village's goal is to become a "green zone" by 2025 and strive to maintain this achievement in the following years. According to Mr. Tran Hau Binh - Secretary of Vinh Hue village Party Cell, to achieve this goal, the village focuses on implementing solutions such as: Increasing the dissemination of knowledge about the harmful effects of drugs to people; strengthening the movement of All People Protecting National Security; promoting the role of people in detecting and denouncing drug-related violations.

Van Ninh Commune People's Committee launched the model of "Drug-free residential area" in Vinh Hue village and Residential Group No. 9.

Residential Group No. 9 has nearly 390 households, with more than 1,460 people. This area concentrates many businesses with security and order conditions such as: Restaurants, karaoke bars with high potential risk of drug abuse. Mr. Le Thu - Head of Residential Group No. 9 said: "To achieve the goal of reducing 20% ​​of drug users, addicts and post-rehab residents each year; and at the same time building a drug-free residential group by 2030, Residential Group No. 9 has implemented specific solutions such as: Strengthening extensive propaganda about the harmful effects of drugs to each household, especially vulnerable groups; supporting drug addicts and drug offenders to reintegrate, helping them stabilize their lives and avoid reoffending; strictly managing restaurants and karaoke bars to prevent the risk of drug infiltration; encouraging people to actively participate in denouncing drug-related behaviors, creating an effective information channel between the community and the government".

Towards building a drug-free society

According to comrade Nguyen Thanh Son - Chairman of Van Ninh Commune People's Committee, although positive results have been achieved, the drug situation still has many potential complex risks. Van Ninh Commune is located on the North - South traffic axis, where many means of transport intersect, and at the same time has many business establishments that are easily exploited for drug-related activities. Meanwhile, the methods of drug criminals are increasingly sophisticated and aggressive, requiring closer and more drastic coordination from all levels of government, police forces, and all people.

Therefore, the Party Committee of Van Ninh commune has issued a specialized Resolution on strengthening the Party's leadership in drug prevention and control and building a model of "Drug-free residential area". The People's Committee of Van Ninh commune has developed a specific plan to deploy the model of "Drug-free residential area" in 23 residential areas in the area with the viewpoint that drug prevention and control is a key task, both urgent and long-term, requiring perseverance and synchronous coordination between all levels, sectors, the Fatherland Front and organizations, in which the police force plays a core role. In the immediate future, the locality will pilot the construction of the model of "Drug-free residential area" in Vinh Hue village and Residential Group No. 9. After evaluating the effectiveness of the two pilot models, the commune will continue to replicate it in the remaining residential areas.

According to the report of Van Ninh Commune Police, the situation of drug-related social evils and crimes in the area has been basically controlled. The commune is managing 63 illegal drug users, 29 drug addicts, 11 people after drug rehabilitation... Since the beginning of the year, the Commune Police have coordinated with the Provincial Police's professional departments to arrest 5 cases with 15 subjects related to the acts of buying, selling, storing and organizing illegal drug use. In addition, 26 subjects have been sent to compulsory drug rehabilitation facilities. In particular, the Commune Police have mobilized more than 5,000 households and businesses to sign a commitment "Not to tolerate illegal drug use", contributing to creating strong consensus in the community.
