Culture is in its right place and is increasingly being elevated.

Minister of Culture, Sports and Tourism Nguyen Van Hung affirmed that culture has never received as much attention, been placed in the right position and elevated as it is today.

On the morning of October 21, the National Assembly discussed in groups on "Evaluating the results of implementing the 2025 socio- economic development plan; projected socio-economic development plan for 2026".

Attending the discussion session at group 12 were Party Central Committee member, Vice Chairman of the National Assembly Le Minh Hoan; Party Central Committee member, Minister of Culture, Sports and Tourism Nguyen Van Hung; Party Central Committee member, Secretary of Dong Thap Provincial Party Committee Ngo Chi Cuong and delegates from the National Assembly delegation of Dong Thap province and the National Assembly delegation of Quang Ngai province.

Speaking at the discussion session, Minister of Culture, Sports and Tourism Nguyen Van Hung thanked the National Assembly deputies for their frank, sincere and responsible comments and assessments of the country's achievements in the cultural and social fields, including mentioning the state management role of the Ministry of Culture, Sports and Tourism.

Expressing his agreement and high consensus with the Government's Report on the implementation results of the 2025 Socio-Economic Development Plan, Minister Nguyen Van Hung said that in the cultural field, the Government's Report clearly showed that the cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved. The cultural and entertainment industry is on the rise; 10 Vietnamese cultural heritages have been recognized and listed by UNESCO.

"It can be said that never before has culture received such attention, been placed in the right position and been elevated as it is today," the Minister emphasized.

According to Minister Nguyen Van Hung, in addition to the Party's close leadership and direction, the role of advisory and management agencies is extremely important. Right from the beginning of the term, the Ministry of Culture, Sports and Tourism and the Committee on Culture and Education (now the Committee on Culture and Social Affairs) advised the National Assembly Standing Committee to organize the Vietnam Culture Conference with the theme "Institutions, policies and resources for cultural development" - an important event following the National Cultural Conference in 2021.

From this workshop, on the basis of scientific and practical arguments, "bottlenecks" in the system were pointed out, thereby opening up breakthrough directions, creating resources for cultural development.

Many important laws have been amended and supplemented such as the Cinema Law, the Cultural Heritage Law, the Intellectual Property Law and most recently the Advertising Law. The laws have all been amended in the direction of creating and expanding development space, not simply managing or prohibiting.

Many National Assembly delegates pointed out that since the new Cinema Law was issued, the cinema industry has made positive changes. Not only a seventh art, Vietnamese cinema is gradually affirming its position as a cultural industry. Similarly, heritage is not only for preservation but has become an invaluable asset and resource. Many localities have turned relics into tourist destinations, effectively exploiting local resources.

Minister Nguyen Van Hung said that, looking back at this term, although the country had to face many difficulties, there were also many advantages. In particular, this was the period when a series of important political and historical events took place, such as the 70th Anniversary of Dien Bien Phu Victory; 50th Anniversary of Southern Liberation and National Reunification (April 30, 1975 - April 30, 2025); 80th Anniversary of August Revolution (August 19, 1945 - August 19, 2025) and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

This is the time for us to organize large-scale cultural activities, thereby arousing national pride and love for the homeland. Never before has the national spirit and the desire to build of the Vietnamese people been so strong, that is the strength of the people, nurtured by culture.

From that foundation, Vietnamese cultural values ​​continue to spread to the world. Notably, at the World Conference on Cultural Policy and Sustainable Development (MONDIACULT 2025) organized by UNESCO in collaboration with the Spanish Government, Vietnam's initiative on the "Decade of Culture for Sustainable Development" was approved and prepared to be submitted to the United Nations General Assembly.

This shows that Vietnam is not just a member, but an active and responsible member of the international community. We wish to spread the image and culture of Vietnam and contribute to the development of human civilization, and at the same time, we are ready to absorb the quintessence of world culture.

The Minister said that the Politburo will soon issue a Resolution on "Revival and development of Vietnamese culture in the new era". This is a very important resolution, affirming that culture is the spiritual foundation and driving force for development.

The Minister hopes that together with the Government and the National Assembly, there will be a policy to prioritize training and restructure human resources in the cultural sector in a reasonable manner, especially after the organization is reorganized and streamlined.

At the same time, priority must be given to training and fostering cultural managers and consultants, because this is a highly specialized field that requires people with expertise and love for culture.

In addition, according to the Minister, after the process of merging administrative units, a new development space has been formed. Localities need to proactively complete and supplement planning, including planning for cultural, sports and tourism institutions.

Planning here is not a mechanical addition, but a recalculation to create new, unique products.

Minister Nguyen Van Hung noted that when the National Target Program on Culture is implemented, each investment, even building a cultural house, needs to be carefully calculated in terms of planning.

"The project must be located in a place where it can be effective, must have worthy architecture, bear the cultural mark of the region and must exist for hundreds of years, becoming a heritage, a destination," the Minister emphasized.
