Deputy Director Ha Van Sieu led a delegation of the Vietnam National Tourism Administration to work with the Hue City Department of Tourism.
Implementing Plan No. 2045/KH-BVHTTDL dated May 9, 2025 of the Ministry of Culture, Sports and Tourism on strengthening discipline and improving the effectiveness of state management in tourism activities, Deputy Director of the Vietnam National Administration of Tourism Ha Van Sieu led a working delegation to work with state management agencies, training facilities and travel businesses in Hue city.
At the working session with the Hue Department of Tourism on the morning of October 21, the working delegation focused on inspecting the implementation of regulations under the 2017 Tourism Law: Licensing of travel service businesses, tour guide management, recognition of tourist areas/destinations, inspection and data updating to the online management system.
These are core contents to ensure a transparent, professional and sustainable tourism service business environment.
According to a report from the Hue Department of Tourism: As of September 2025, Hue has issued 3,739 tour guide cards (2,604 international cards, 1,135 domestic cards), and at the same time reviewed and revoked cards in cases of violations.
The locality currently has 87 operating travel agencies and businesses, of which 65 are international travel service businesses that meet the required conditions. All businesses have been updated on the national travel management information portal.
In the first 9 months of 2025, Hue welcomed 4.984 million visitors, an increase of more than 62.6% over the same period; international visitors reached 1.402 million, an increase of 40.7%; total revenue from tourism was nearly 9,643.9 billion VND, an increase of 54.5%.
This is a positive growth rate, but also requires tighter management of destinations, service quality, service infrastructure and business management capacity.

Hue currently has 16 tourist attractions recognized under the Tourism Law; 899 accommodation establishments with a total of 14,326 rooms. Of these, 205 are hotels, 25 are 3-5 star hotels with 3,486 rooms, showing that the capacity to receive guests is expanding but also needs to be controlled in terms of standards, safety, environment and human resource training.
Training and standardization of human resources are carried out regularly. In 2025, Hue organized 2 knowledge update courses for 226 tour guides, along with digital transformation training courses, using tourism statistical reporting systems for accommodation, travel and destination businesses. This is a step in line with the requirements of innovation in destination management and smart tourism.
At Phu Xuan University, the working group inspected the organization of exams and the granting of certificates of professional skills in tour guiding and operation to ensure the input of travel human resources is up to standard and in accordance with legal regulations.
A representative of the Hue Department of Tourism emphasized: Inspection and examination must be substantive, not just limited to documents. In 9 months, Hue has conducted 3 surprise inspections, 1 planned inspection and 1 specialized inspection, with 38 organizations and 52 individuals.
The contents focus on compliance with regulations on travel agencies, tour guides, travel insurance, tourist contracts and statistical reporting.
Going directly to businesses and training schools shows that the industry's approach has shifted from "administrative management" to "destination management", both monitoring and supporting, and removing difficulties for businesses.
During the working session, the working group acknowledged the local efforts, but also noted a number of requirements: Continue to complete digital tourism data; Standardize licensing and post-inspection processes for travel agencies and tour guides; Improve the quality of heritage tourism products associated with the community and rural areas; Promote regional linkages with Hanoi , Ho Chi Minh City, Da Nang and the Central provinces.
Strengthen inspection to prevent unfair competition, discipline illegal tour guides and low-quality cheap tours.
This inspection focuses on strengthening state management of tourism, while aiming to support localities in shaping a transparent, professional tourism environment with long-term competitiveness.
