At the Hue City bridge, Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Phan Thien Dinh chaired. Also attending were member of the City Party Committee, Vice Chairman of the Hue City People's Committee, Permanent Deputy Head of the Hue City Civil Defense Command Hoang Hai Minh.
According to the National Hydrometeorological Station, although storm No. 12 is not too strong, combined with cold air and northeast wind, it is likely to cause extremely heavy rain over a wide area. There are two forecasts of heavy rain: Phase 1, from October 22 to 24, the Quang Tri - Da Nang area will see average rainfall of 400 - 600mm; Phase 2, from October 25 to 27, the cold air will strengthen and combine with east wind to cause heavy to very heavy rain in the Quang Tri - Hue area.
Heavy rains can lead to widespread flooding, flash floods, landslides, which are especially dangerous in vulnerable areas. The risk of flooding may be at the same level as in 2020. Hue City alone has 14 communes and wards at risk of landslides and flash floods; low-lying areas in Quang Dien, coastal areas, and lagoons are at risk of deep flooding due to high tides and rising sea levels.
Reporting at the meeting, Chairman of Hue City People's Committee Phan Thien Dinh said: To proactively respond to storm No. 12, the city has synchronously deployed many solutions, focusing on command, evacuation, on-duty and ensuring the safety of people and vehicles.
Up to now, Hue City has brought 1,075 ships and boats with 7,657 workers to safe shelters; localities are preparing scenarios to respond to storms, floods, landslides, and at the same time fully stocking food and provisions to ensure continuous supply during the rainy and stormy season.
The Hue City Civil Defense Command has also directed reservoirs to maintain safe water levels, be ready to receive floods, and flexibly regulate according to the actual rain situation. Although there has not been any major flooding yet, coastal areas and lagoons have experienced rising water levels and localized flooding.
The city has also reviewed and updated detailed response plans for 10,132 households with 32,697 people, mainly in coastal areas, lagoons, low-lying areas, and landslide risk areas. Forces, vehicles, and communication systems are all placed at the highest state of readiness.
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized the need for ministries, branches and localities to evaluate and learn from previous storms, improve forecasting capacity, and proactively develop plans for each specific situation and specific area. Special attention should be paid to the situation of floods on rivers, prolonged heavy rains, and landslide risks, ensuring people's safety and minimizing damage in urban areas. The Deputy Prime Minister also requested localities to inspect and absolutely protect dams and reservoirs, and regulate flood discharge scientifically , in accordance with actual developments.

After listening to reports on the response to storms and heavy rains in Hue City, Da Nang City and central ministries and branches, Deputy Prime Minister Tran Hong Ha paid special attention to protecting the safety of dams. Particularly for Hue City, the Deputy Prime Minister highly appreciated the experience, proactiveness and flexibility in responding to natural disasters, but also noted that the city needs to continue to raise vigilance, carefully prepare for landslide and widespread flooding scenarios, and at the same time promote the effectiveness of the dam system in cutting floods and regulating floods appropriately to ensure the safety of people in all situations.
