
Mr. Ngo Xuan Nam, Deputy Director of the National Information and Enquiry Office on Epidemiology and Animal and Plant Quarantine of Vietnam (abbreviated as SPS Vietnam), said so at the Conference on updating regulations and commitments on safety. food and animal and plant quarantine in the RCEP Agreement took place on October 21.
According to Mr. Nam, General Department of Customs China has just issued Order 280 replacing Order 248, regulating the registration of enterprises exporting agricultural products and food to this country's market. Order 280 takes effect from June 1, 2026.
Order 280 adds seven important contents compared to the old regulations and requires all enterprises exporting agricultural products and food to China to strictly comply.
There are three points worth noting. First, the list of products allowed for export.
Previously, Vietnam had 18 approved product groups, and businesses could register other products themselves if they met the requirements.
According to Order 280, China will publish a list of products that must be approved by a letter of introduction from the competent authority, the old mechanism with 18 groups of products will no longer exist. Enterprises need to understand clearly to avoid the situation of producing goods but not being cleared through customs.
Second, change the elements of the enterprise. Accordingly, Order 280 stipulates that if there is a change in the production address, the head of legal responsibility or the business registration license, the export code will be suspended immediately and the enterprise must completely re-register.
Previously, businesses only needed to notify and wait for review. In fact, many businesses in the Central Highlands and Mekong Delta encountered difficulties when changing information without having time to re-register.

Third, the validity of the export code. Accordingly, according to Order 248, the code is valid for 5 years and businesses must renew it 3-6 months in advance. Order 280 allows automatic renewal for some groups of goods, but it depends on the type of product.
The SPS Office will announce the list of items that are automatically renewed, helping businesses proactively produce and export.
In addition, China also changed its food safety and disease quarantine measures, especially related to product packaging. The Vietnam SPS Office updated detailed information to businesses so that they could prepare and organize production accordingly.
According to Mr. Nam, the changes in Order 280 open up great opportunities for Vietnamese enterprises to strengthen their export position in the Chinese market, especially for agricultural, forestry and fishery products that have been granted growing area codes and standard packaging facilities.
China's risk-based management and automatic renewal mechanism will help businesses focus resources on maintaining product quality, instead of wasting time on administrative procedures.
"Enterprises need to regularly update the product catalog issued by the General Administration of Customs of China, strictly follow technical instructions and proactively coordinate with the Vietnam SPS Office to avoid the risk of having their codes suspended when there are changes or minor violations," Mr. Nam recommended.
