
A machine learning-based fuel price forecasting model developed by the Vietnam Petroleum Institute (VPI) shows that, in the price adjustment period of October 23, 2025, retail gasoline prices could decrease by 1.3-1.5% while diesel prices could fall sharply by 2.6-4.5% compared to the previous adjustment period, if the Ministry of Finance and the Ministry of Industry and Trade do not allocate or utilize the Fuel Price Stabilization Fund.
According to Mr. Doan Tien Quyet, a data analyst at VPI, the retail price of E5 RON 92 gasoline could decrease by 288 VND (1.5%) to 18,932 VND/liter, while RON 95-III gasoline could decrease by 261 VND (1.5%) to 19,639 VND/liter.
VPI's model also forecasts that during this period, diesel prices could fall sharply by 4.5% to 17,591 VND/liter, fuel oil prices could fall by 3.9% to 14,148 VND/kg, and kerosene prices could fall by 2.6% to 17,922 VND/kg. VPI predicts that the inter-ministerial committee of Finance and Industry and Trade will continue not to allocate or utilize the fuel price stabilization fund this period.
According to a representative of a petroleum business, domestic gasoline and diesel prices will fluctuate according to the global oil situation. Based on current market developments, it is predicted that retail gasoline and diesel prices may decrease in the next price adjustment period.
Specifically, the forecast indicates a decrease of approximately 220 VND/liter for RON 95 - III gasoline; approximately 200 VND/liter for E5 RON 92 - II gasoline; and approximately 600 VND/liter for diesel fuel.
In the recent price adjustment (October 16th), gasoline prices increased across the board compared to the previous price adjustment period. Specifically, E5 RON 92 gasoline is priced at 19,226 VND/liter (an increase of 88 VND/liter). RON 95-III gasoline is priced at 19,903 VND/liter (an increase of 174 VND/liter).
Prices of petroleum products have decreased across the board. Specifically, diesel 0.05S is priced at 18,423 VND/liter (down 181 VND/liter); kerosene is priced at 18,406 VND/liter (down 28 VND/liter); and fuel oil is priced at 14,371 VND/kg (down 437 VND/kg).
