Can Tho officially issues the Intellectual Property Development Program until 2030.

Decision No. 2724/QD-UBND of the People's Committee of Can Tho City opens a new and promising phase for innovation and intellectual property protection activities in the city.

The program is built on a dual objective: enhancing competitiveness through innovation and promoting the effective protection, exploitation, and development of intellectual property assets for all entities in the area. This is a strategic step to create a favorable environment and encourage businesses, organizations, and individuals to boldly invest in creating and protecting creative values.

In particular, the Program also emphasizes strengthening the effectiveness of intellectual property rights enforcement and promoting the protection of rights in the digital environment, an inevitable trend in the technological era.

The specific targets set, with their ambitious growth rates, demonstrate the strong determination of the Can Tho city government:

Inventions and Technology: Strive for an average annual growth rate of 16% to 18% in the number of patent applications and granted patent protection. Simultaneously, the commercial exploitation rate for protected inventions should reach 8% to 10%.

Plant Varieties: Average growth in the number of plant variety protection applications is expected to reach 12% to 14% per year, affirming its role as a high-quality agricultural center of the Mekong Delta region.

Key Brands and Products: One of the key highlights is the target of having at least 60% of the city's key, distinctive products and services, as well as products associated with the OCOP program, supported in the registration, management, and development of intellectual property assets. This not only helps control origin and quality but also enhances the commercial value of local products. The number of trademark applications is also targeted to increase by an average of 8% to 10% annually.

To realize the above objectives, the Program focuses on six main content areas, forming a comprehensive action system:

Enhancing Innovation Activities: Focusing on creating new intellectual property, especially improving the quality of human resources in innovation and intellectual property.

Promoting Protection: Strengthening activities to support the registration of intellectual property protection not only domestically but also internationally, creating a solid legal framework for Can Tho's products and inventions to reach the global market.

Management, Exploitation, and Development: Enhancing the efficiency in managing, commercially exploiting, and developing the value of protected intellectual property assets.

Enforcement and Anti-Infringement: Promoting and enhancing the effectiveness of intellectual property rights enforcement, resolutely combating infringement, especially in the complex digital environment.

Developing the Capacity of Intellectual Property Owners: Enhancing the capacity of intermediary organizations and the intellectual property rights holders themselves.

Building a Culture of Intellectual Property: Forming and fostering a culture of respect for and widespread application of intellectual property in society, viewing intellectual property as a standard in production, business, and scientific research activities.

The People's Committee of Can Tho City has assigned the Department of Science and Technology the responsibility of presiding over, managing, and organizing the implementation of general activities, as well as scientific and technological tasks under the program; at the same time, the Department of Science and Technology is also an important focal agency, responsible for contacting and approving applications for financial support for intellectual property protection registration.

The approval and implementation of the Intellectual Property Development Program until 2030 is a strong step, demonstrating Can Tho's commitment to transforming creative potential into concrete assets with high economic value. This is considered a solid foundation for this centrally-governed city to consolidate its position, enhance its competitiveness, and achieve sustainable development in the future, contributing to the overall development of the key economic region of the Mekong Delta.
