The training conference was held in a hybrid format, combining in-person and online participation, with the main venue at the Telecommunications Department building – Ministry of Science and Technology in Hanoi and 34 other locations at provincial Departments of Science and Technology nationwide.

Speaking at the conference, Mr. Pham Hai Son, Deputy Director of the IT Center, said that the centralized administrative procedure processing information system was developed by the Ministry of Science and Technology for use by provincial Departments of Science and Technology and the Ministry, ensuring data consistency and interoperability throughout the sector. This is an important step towards standardizing operations, processes, APIs, and eForms in handling administrative procedures.
The system will begin trial operation on December 20, 2025, and all units will officially use it from January 1, 2026.
Mr. Pham Hai Son stated that the system architecture consists of multiple layers, with the top layer dedicated to citizens and businesses declaring and submitting applications online. The applications are then transferred to the Ministry's Administrative Procedure Resolution System, which integrates with specialized professional systems of the Intellectual Property Office, the National Electronic Authentication Center, etc.
Standardizing the model allows the Ministry and localities to use only a single platform, minimizing operating costs, while simultaneously creating a data warehouse for the science and technology sector to serve monitoring, statistics, and evaluation of management effectiveness.

The system offers numerous benefits to localities. Localities do not have to develop or maintain their own software; they receive focused technical and information security support from the Ministry. Citizens and businesses only need one access portal and one account to complete all administrative procedures, shortening processing times and simplifying processes.
The training conference consisted of two parts: Guidance for staff directly receiving and processing documents, and Guidance for system administrators and controllers. Participants received detailed instruction and hands-on practice on the Ministry's platform.
Following the training, the Departments of Science and Technology will log in to verify the system, create trial profiles, and report the results before December 15, 2025.
The conference, held over two days on December 11th and 12th, 2025, contributed to preparing units to operate the system from the beginning of 2026, creating an important foundation for digital transformation and administrative reform in the science and technology sector.
