In particular, the province has issued social assistance policies for those eligible for social protection and other disadvantaged groups in the area, with the monthly social assistance standard in the province being higher and expanding the scope of beneficiaries. Specifically, regarding the social assistance standard applied to people living in the community, from August 1, 2021 to the end of 2022, the standard was 450,000 VND/month, 1.25 times higher than the central government's 360,000 VND/month; from January 1, 2023 to September 30, 2024, this increased to 500,000 VND/month, 1.38 times higher. Specifically, from October 1st, 2024 to the present, this standard has been adjusted to 700,000 VND/month, which is 1.4 times higher than the central government's standard of 500,000 VND/month.
Similarly, for those cared for at social welfare facilities, the standard social assistance level has been gradually increased from 500,000 VND/month (August 1, 2021 - December 31, 2022) to 650,000 VND/month (January 1, 2023 - September 30, 2024), and will reach 700,000 VND/month from October 1, 2024. Furthermore, Quang Ninh has also increased the monthly social assistance allowance for social welfare beneficiaries from poor households unable to work, living in rural areas, to 1,500,000 VND/month, and in urban areas to 2,000,000 VND/month. This is a significant level of support aimed at ensuring a decent life for this particularly disadvantaged group.

Lien Hoa Ward, in collaboration with philanthropists, has begun construction of new houses for beneficiaries of social welfare programs.
Besides raising the standard amount, the province has expanded the number of beneficiaries receiving monthly social assistance along with other essential support such as education support, health insurance, and medical examination and treatment costs. The expanded beneficiaries include children without caregivers or under 3 years old from poor or near-poor households; individuals aged 16 to 22 from households unable to escape poverty who are attending education at all levels; elderly people unable to work from poor households; seriously ill or chronically ill individuals unable to work from poor or near-poor households; and elderly people aged 70 to under 80 who do not receive a pension or social insurance benefits.
These efforts have yielded significant results. As of October 2025, the entire province has over 31,600 people receiving monthly social assistance in the community according to central and provincial regulations. Of these, 1,120 are receiving assistance under the province's expanded policy; nearly 22,000 are receiving social retirement benefits under the new policy applied from July 1, 2025; and 180 are being cared for in public social assistance facilities in the province.
However, due to changes in central regulations and the practical situation, some content in the province's current resolutions is becoming outdated. Furthermore, the establishment of a two-tiered local government and the reorganization of specialized agencies also necessitate adjustments to some content to ensure suitability. In particular, there are still some disadvantaged individuals in the community who need care and support at public social assistance facilities but do not meet the current eligibility requirements, and other vulnerable groups such as approximately 250 children living with abandoned parents/guardians who require adjustments to their eligibility criteria.
Therefore, in the coming time, Quang Ninh will revise and supplement social assistance policies to build a social security system that ensures social security in accordance with socialist principles, leaving no one behind and gradually improving the quality of life for the people with the goal of "People's happiness". Accordingly, the province will add and expand the beneficiaries of the policies, adjust and increase the support levels of some policies to ensure suitability with socio- economic conditions and the aspirations of the people. Specifically, it will extend support for people without a source of support but who are studying up to a maximum of 22 years old, and expand the scope of those with particularly difficult circumstances to receive long-term care at social assistance facilities; increase the support level for funeral expenses, the support level for building new houses, the support level for seriously injured people, etc.
This policy of the province aims to build a modern, humane, and sustainable social security system so that all citizens, especially vulnerable groups, are cared for and protected through practical, advanced, and forward-thinking policies. Future adjustments and additions will meet practical requirements, forming a solid guarantee that all citizens have the opportunity to rise up, live safely and comfortably, and have a better future, realizing the aspiration for inclusive and equitable development, leaving no one behind.
