The Standing Committee of the Provincial People's Council held an extraordinary meeting in December.

On the afternoon of December 11th, the Standing Committee of the 10th Provincial People's Council held an extraordinary meeting for December 2025. Comrade Nguyen Minh Dung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, presided over the meeting.

The Standing Committee of the Provincial People's Council listened to presentations from specialized agencies at the meeting.

Here, the Standing Committee of the Provincial People's Council gave its opinion on the submissions from the Provincial People's Committee regarding the following resolutions: regulations on the content and tasks of expenditure for maintenance, repair, and emergency handling of dike incidents in the province; regulations on policies to support the implementation of the population resettlement program in the province for the period 2026-2030; regulations on the amount of gifts for celebrating the longevity of elderly people in the province; regulations on reward and support policies for collectives and individuals who perform well in population work in the province; regulations on the total expenditure in the drafting of legal normative decisions by the Chairman of the Provincial People's Committee in the province; and the promulgation of regulations on criteria for allocating medium-term public investment capital plans for the period 2026-2030 and annually from the provincial budget to implement preferential credit policies through the Provincial Branch of the Social Policy Bank.

After reviewing the submissions, the Standing Committee of the Provincial People's Council agreed with the proposed resolutions. Regarding the submission for a resolution stipulating the amount of gifts for celebrating the longevity of elderly people, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to report to the Party Committee of the Provincial People's Committee and seek the opinion of the Provincial Party Standing Committee on the gift amount before proceeding with the next steps of the resolution drafting process, ensuring that the expenditure is appropriate to the budgetary capacity of each level of government according to the decentralization; and clarifying the source of funding for implementation. Regarding the submission for a resolution stipulating policies on rewards and support for collectives and individuals who perform well in population work in the province, the Standing Committee requested the Provincial People's Committee to direct the drafting agency to research and present the legal basis for issuing the resolution fully and correctly; direct relevant departments to agree on the funding source; and solicit opinions from those directly affected to ensure the resolution is practical and feasible.

In addition, the Standing Committee of the Provincial People's Council also gave its opinion on the submission from the Provincial People's Committee regarding the adjustment of the list of documents to be submitted to the Provincial People's Council at the fourth specialized session of the 10th Provincial People's Council.
