In emergencies, natural disasters, and rescue operations, the speed at which authorities arrive at the scene is extremely important. If information is received promptly, at the "golden hour," the incident or accident can minimize, or even eliminate, damage to people and property. To receive rescue information, the 112 hotline was established to support citizens, organizations, agencies, and units as quickly as possible, limiting potential losses.

Prime Minister Pham Minh Chinh signed Decision No. 2023/QD-TTg on September 15, 2025, regarding the use of the 112 hotline. This is a single, unified telephone number nationwide, receiving 24/7 information on incidents, natural disasters, accidents, potential risks, emergency situations, and requests for assistance from organizations and individuals. The 112 hotline is located at the Provincial and City Military Commands, the Hanoi Capital Command, and the Ho Chi Minh City Command. All calls to the 112 hotline are free of charge.

The information received includes: the name of the individual or organization providing the information; the time and location of the incident or disaster; the course of events, the scope of impact, and the potential for spread; requests for assistance and other necessary information to support the response and recovery efforts following the incident or disaster.

When citizens call 112, the system will connect directly with the permanent agency of the provincial civil defense command, which is the provincial military command, to deploy rescue forces and mitigate the consequences. Information falling within the scope of the 113, 114, and 115 hotlines is transferred to the 113, 114, and 115 hotlines for processing according to regulations.

The 112 emergency hotline is responsible for receiving and processing information promptly, ensuring accuracy and adherence to procedures, thereby minimizing damage to people and property. The operation of the 112 hotline is a significant step in modernizing civil defense, contributing to enhanced protection of the people's safety. Citizens only need to dial 112 to be directly connected to the relevant authorities for timely assistance in any emergency situation.

Organizations and individuals who intentionally provide false information about incidents or disasters will be severely punished according to the law.

In recent times, following the direction of the Prime Minister , the Quang Ninh Provincial Military Command has promptly implemented tasks related to the 112 emergency hotline. Numerous situations and incidents such as jammed roller doors, flooding, landslides, fires, and traffic accidents requiring assistance have been reported to the 112 hotline. With the spirit of "Human lives and people's property are paramount," immediately after receiving information, functional forces promptly mobilized to the scene to effectively handle the incidents, earning high praise from the people of the province.

The effective implementation of the 112 emergency hotline not only ensures the timely deployment of forces to handle incidents and situations but also strengthens the solidarity between the military and the people, building a positive image of the Vietnamese People's Army soldier in the hearts of the people.

Natural disasters, storms, floods, and other incidents and accidents often occur unexpectedly and unpredictably. Therefore, widespread information dissemination and effective use of the 112 hotline will help ensure that rescue, relief, emergency, and assistance efforts are carried out quickly and promptly, thereby minimizing potential damage.
