Prime Minister Pham Minh Chinh signed Decision No. 2023/QD-TTg dated September 15, 2025 on the use of hotline number 112. This is the only, unified phone number nationwide, receiving 24/7 information about incidents, natural disasters, catastrophes, accidents and risks, emergency situations, and requests for assistance from organizations and individuals. Hotline 112 is located at the Military Commands of provinces and centrally run cities, the Hanoi Capital Command, and the Ho Chi Minh City Command. All calls to Hotline 112 are free of charge.
The content of information received includes: Name of individual or organization providing information; time and location of incident or disaster; development, scope of influence, possibility of spreading; requests for assistance and other necessary information to serve the work of responding to and overcoming the consequences of incidents or disasters.

When people call 112, the system will connect directly to the standing agency of the provincial civil defense command, which is the provincial military command, to deploy rescue forces and overcome the consequences. Information within the scope of processing of Call Center 113, 114, 115 will be transferred to Call Center 113, 114, 115 for processing according to regulations.
The 112 Call Center is responsible for receiving and processing information in a timely manner, ensuring accuracy and correct procedures, contributing to minimizing damage to people and property. The operation of the 112 Call Center is an important step in modernizing civil defense work, contributing to enhancing the ability to protect people's safety. People only need to dial 112 to be directly connected to the authorities for timely support in all emergency situations.
Organizations and individuals who intentionally provide false information about incidents and disasters will be strictly handled according to the law.
Recently, implementing the direction of the Prime Minister , the Military Command of Quang Ninh province has urgently deployed tasks related to the 112 Call Center. There have been many situations and incidents such as stuck rolling doors, flooding, landslides, fires, traffic accidents... in the area that needed help and were called to the 112 Call Center. With the spirit of "Human life and property of the people are above all", immediately after receiving the information, the functional forces promptly mobilized to the scene to effectively handle the incidents, which were highly appreciated by the people in the province.
The effective deployment of Hotline 112 not only promptly mobilizes forces to handle incidents and situations, but also strengthens military-civilian solidarity, building a beautiful image of the Vietnam People's Army soldiers in the hearts of the people.
Natural disasters, storms, floods, and other incidents and accidents often occur suddenly and unpredictably, so widespread information and effective use of Hotline 112 will help rescue, emergency aid, and assistance to be quick and timely, thereby minimizing possible damage.
